About the role

The Program Specialist II position provides technical and operational support to the Operations Section in maintaining and coordinating the Bureau's operational processes and customized certification systems. The position also supports the Section in meeting the Bureau's performance standards and performance-based budgeting goals through the maintenance of accurate data, system support, and operational reporting.

Responsibilities

  • Manage shared email box for internal and external user management requests, database corrections, document searches and other database updates as identified for correction.
  • Manages the User Access forms to grant and create user access to the Educator Certification database.
  • Create accounts for new system users and provide account information to the end user.
  • Respond to requests from school district personnel regarding technical support with the Certification Technology System.
  • Review results of nightly processing activities within the Certification Technology System to verify successful completion, identify processing errors, and report issues requiring resolution.
  • Prioritize and process documentation mailed or faxed to the Bureau to be updated in the Certification System database.
  • Affiliate with bureau staff and district partners with the review, correction, and tracking of information errors within the Certification Technology System. Investigate, assess, and analyze system issues and data discrepancies, identify potential causes, and recommend appropriate solutions in accordance with established policies, procedures, and business practices.
  • Tracks communications between the Bureau of Educator Certification and district partners for quality assurance, reporting, and operational support purposes.
  • Affiliate with developing, updating, and maintaining documentation for standardized data quality management practices and operational procedures.
  • Affiliate with documenting Certification Technology System change requests, enhancements, testing activities, and related business processes.
  • Perform records management activities to support the accurate accounting of all property inventory maintained by the Bureau of Educator Certification. Assist in maintaining complete, accurate, and up-to-date records of property and equipment inventory, including tracking the assignment, borrowing, return, and usage of equipment.
  • Affiliate with generating ad hoc reports and recurring reports from the Educator Certification database for management, bureau staff, and district partners.
  • Prepare reports, correspondence, and other documents as requested.

  • General knowledge of Florida State Board of Education Rules and procedures governing issuance of Florida Educator Certificates.
  • Ability to communicate clearly and effectively both verbally and in writing.

Qualifications

  • Bachelor’s degree in computer science, Industrial Engineering, or Information Technology.

Background Screening Requirement

Level 2 background screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer. You will be required to provide your Social Security Number to conduct required verifications. No applicant for a designated position will be employed, contracted or permitted to volunteer until the level 2 screening results are received, reviewed, and approved by the Department. Level 2 background screening shall include, but not be limited to, finger printing for all purposes and checks under this requirement, statewide criminal and juvenile records checks through the Florida Department of Law Enforcement, federal criminal records check through the Federal Bureau of Investigation, and local criminal records checks through local law enforcement.
