PROGRAM SPECIALIST
About the role
You will serve as a Program Specialist in the Manpower/Personnel Department of Commander Littoral Combat Squadron Two.
Duties
- Plan, analyze, develop, coordinate, provide and manage training administrative support for relief Sailors for Littoral Combat Ship (LCS) crews, mission package detachments and LCSRON staff.
- Manage training tracks, training and certification requirements, providing LCS schools scheduling, quota management and document completed and future training schedules.
- Utilize Navy Message Traffic, Navy Standard Integrated Personnel System (NSIPS), Bureau of Naval Personnel Online (BOL) and other applicable and available databases or methods to access orders for incoming LCS Sailors.
- Review orders for any administrative discrepancies and coordinates to resolve such discrepancies, which include changes to in-route training associated with Permanent Change of Station (PCS) and Temporary Additional Duty (TAD) travel orders.
- Collaborate with all required participants to analyze training requirements for all COMLCSRON TWO ships and develop long-range (5-year) plans and scheduling aids to execute scheduled operations, training events, and exercises.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a current valid United States driver's license.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience utilizing student information databases or master scheduling software to input, track, and update course/class schedules, and evaluate scheduling policies or procedures and recommending solutions to complex scheduling bottlenecks and resource constraints.
- Experience coordinating and resolving minor scheduling, room, or resource conflicts.
- Experience compiling program data, schedules, or rosters and providing standard policy interpretations to students, instructors, or staff.
- Experience generating various reports that indicate the status on travel invoices pending certification completion.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- Successful completion of a Ph.D. or equivalent doctoral degree OR
- Successful completion of three full years of progressively higher-level graduate education leading to such a degree OR
- Possession of an LL.M., if related
