About the role
Keystone Advisors is seeking a Program Manager to support the United States Marine Corps (USMC) Deputy Commandant Programs and Resources (DC P&R), Budget & Execution (B&E) Division Financial Management Support Services in the Washington, DC metro area. This is a hybrid position with the primary place of performance at the Pentagon and the ability to telework.
Responsibilities
- Manage or team to oversee overall contract management, quality assurance, risk management, staffing oversight, and customer engagement.
- Provide financial management support services including technical, administrative, and professional services to assist DC P&R B&E in sustaining, improving, and optimizing HQMC fiscal execution business processes in various financial systems.
- Optimize fiscal workflows and business processes to enhance operational efficiency, reduce processing timelines, and align with Marine Corps strategic financial goals.
- Inform leadership and stakeholders with timely, accurate, and actionable financial analysis to support data-driven decision-making and resource allocation.
- Ensure the accuracy, reliability, and transparency of financial data throughout the execution lifecycle, from commitment to final expenditure.
- Validate financial transactions and records to guarantee strict compliance with fiscal law, DoD regulations, and Marine Corps policy, contributing to a stronger audit readiness posture.
- Improve auditability and financial discipline by refining internal controls, enhancing process documentation, and providing expert recommendations for corrective actions.
- Perform other related duties as assigned.
Requirements
- Bachelor's Degree
- Nine (9) years or more of progressive experience in business consulting, process improvement, strategy, financial management, or related fields
- Minimum four (4) years of management experience
- Certifications in Data Analytics and SQL
- Experience in overall contract management, quality assurance, risk management, staffing oversight, and customer engagement
Qualifications
- Experience providing technical, administrative, and professional services to support HQMC fiscal execution business processes in various financial systems.
- Knowledge of and experience with USSGL and Financial Statement Interface Support.
- Experience with Oracle Analytics Server (OAS)/OBIEE Report Development.
- Experience with Civilian Personnel Data Analysis and Reporting.
- Experience with Advanced Financial Training Support.
