Position Overview
The Program Manager (PM) serves as the primary point of contact between the Contractor and the Government for all contract-related personnel and program management matters. The PM is responsible for ensuring effective contract execution, workforce management, compliance with Government and company policies, and timely resolution of personnel issues. The PM provides leadership, oversight, and coordination to ensure contractor personnel consistently meet contractual requirements while maintaining the highest standards of professionalism and customer service.
Essential Job Functions
- Serve as the primary Contractor representative and liaison with the Contracting Officer (KO), Contracting Officer's Representative (COR), Contract Specialist (CS), and other Government stakeholders.
- Provide overall management and oversight of contract personnel assigned to the program.
- Care for onboarding activities, including obtaining required facility access, credentials, badges, and security requirements for contractor personnel.
- Ensure all contractor employees comply with applicable CG-AIR, Aviation Logistics Center (ALC), Department of Homeland Security (DHS), U.S. Coast Guard, and Contractor policies and procedures.
- Maintain effective communication with Government leadership regarding staffing, personnel status, contract performance, and operational issues.
- Ensure adequate staffing levels are maintained to support uninterrupted contract performance.
- Be physically present at the Government facility within one (1) hour of Government notification, unless alternate arrangements have been approved in writing by the Contracting Officer.
- Promote a culture of accountability, safety, professionalism, and continuous improvement among contractor personnel.
- Ensure timely reporting, documentation, and resolution of contract-related issues.
- Support quality assurance initiatives and assist in implementing process improvements to enhance contract performance.
- Perform additional program management duties as required to ensure successful contract execution.
Minimum Qualifications
- Bachelor's degree in Business Administration, Management, Public Administration, Aviation Management, or a related discipline. Equivalent combination of education and progressively responsible experience may be considered.
- Minimum of five (5) years of program, project, or contract management experience supporting Federal Government contracts.
- Demonstrated experience managing contractor personnel and serving as the primary interface with Government customers.
- Experience resolving personnel issues while maintaining compliance with contractual and organizational requirements.
- Strong knowledge of Federal contracting environments and contractor management best practices.
- Excellent leadership, organizational, problem-solving, and decision-making skills.
- Strong written and verbal communication skills with the ability to interact effectively with Government officials and contractor personnel.
- Able to manage multiple priorities in a fast-paced operational environment.
- Proficiency with Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint).
Desired Qualifications
- Previous experience supporting the U.S. Coast Guard, Department of Homeland Security, Department of Defense, or other Federal agencies.
- Project Management Professional (PMP) certification or equivalent project/program management credential.
- Experience managing service contracts within aviation maintenance, logistics, or operational support environments.
- Familiarity with quality management systems, performance metrics, and continuous process improvement methodologies.
