Program Manager (MANPOWER)

About the Role
This position requires mastery of analytical and methodological expertise, strategic planning, program management, leadership, and communication skills. The role involves leading a division, providing guidance on complex organizational issues, and representing the agency in high-level negotiations and coordination across Department of War (DoW) components and other federal agencies.
Responsibilities
- Apply quantitative and qualitative analytical and evaluative methods to address complex organizational issues, including developing new methodologies, evaluating complex data, and performing statistical analysis.
- Develop, evaluate, implement, and organize large-scale strategic plans and programs, coordinating with senior leaders and understanding long-range implications.
- Lead, supervise, and provide guidance to a division, including planning work, setting priorities, evaluating performance, and handling personnel matters in Payroll Support, Change Management, and Travel Programs.
- Communicate clearly and effectively, both orally and in writing, to all levels of management, including political appointees, general officers, and senior executives.
- Negotiate and persuade, representing the agency in dealings with other DoW components and government agencies.
- Apply expert knowledge of DoW/DISA missions, structures, management, and budgeting (PPBS/appropriations), including Joint Travel, DTMO, manpower policies, Fourth Estate tracking system, DoD Cyber Excepted Service instructions, and administrative regulations.
Requirements
- Must be a U.S. Citizen or National.
- This national security position requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Registered for Selective Service (males born after 12-31-1959).
- This is a drug testing designated position.
- Incumbent must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
- For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or higher grade in the Federal Service.
Qualifications
For the GS-15, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-14 grade level in the Federal service, or comparable in difficulty and responsibility to GS-14 if outside the Federal service. Specialized experience is defined as:
- Experience leading and managing a military and civilian manpower program.
- Utilizing quantitative and qualitative analytical methodologies to optimize workforce structures and resource allocation.
- Providing advisory services to senior-level executives on manpower policies, budgeting (e.g., PPBE), and agency-wide reorganizations.
- Experience managing administrative programs such as military & civilian manpower, joint manpower program, joint duty assignment list, payroll, change management, travel & Government travel card program, time and attendance, and representing an organization in negotiations and high-level coordination across DoW components or other federal agencies.

There is no substitution of education for specialized experience at the GS-15 grade level.
