PROGRAM MANAGER IV (049963) Deputy Director of the Office of Research & Compliance
The Maryland Department of Housing and Community Development (DHCD) is a nationally recognized leader in affordable housing programs. The Office of Research and Compliance (ORC) is seeking a full-time Policy and Program Manager IV to serve as Deputy Director for ORC, focusing on challenging research on contemporary housing issues.
About the role
The successful candidate will work as part of an experienced research team within the Division of Policy, Strategy and Research, with ample opportunity for professional growth. This position involves conducting extensive economic and market-oriented analysis for DHCD, leading and coordinating agency-wide data strategies related to performance metrics, Key Performance Indicators (KPIs), Geographic Information Systems (GIS) mapping, and special data or research projects.
Responsibilities
- Support the Director of the Office of Research & Compliance by organizing and tracking assignments, providing quality control on work products, and liaising with other divisions and teams.
- Lead, supervise, and coordinate agency-wide data strategies related to performance metrics, including supervising the Database Specialist.
- Oversee Key Performance Indicators (KPIs), GIS mapping, and special data or research projects such as the Statewide Housing Needs Assessment and programmatic case management software acquisition (e.g., ProLink).
- Manage subcontracted relationships with partners or vendors providing research and data support, such as the University of Maryland National Center for Smart Growth and the Eastern Shore Regional GIS Collaborative.
- Provide data and analytic support for the Division of Just Communities, particularly in developing indices and mapping layers for Just Communities.
Requirements
- Master’s degree from an accredited university in economics, public policy, planning, real estate valuation/development, or a related field.
- Five years of research experience in economics, housing, economic development, planning, GIS, or a closely related field.
- Two years of general supervisory experience.

Qualifications
- Experience with economic development theory, statistics, research methods, and original content development.
- Experience with GIS mapping software, PowerBI, SQL (Structured Query Language), and Python.
- Experience working independently on complex projects involving spreadsheet software, data sources, database management, and statistical analysis.

Pay
This position offers a salary range of $99,442 - $121,223 per year, with potential for advancement up to $156,822 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $121,223 per year.
