DEPUTY EXECUTIVE DIRECTOR (PROGRAM MANAGER)
About the role
You will serve as a Deputy Executive Director (Program Manager) and principal advisor to the Executive Director in the COMMANDER US FLEET FORCES COMMAND.
Responsibilities
- Serve as an alter ego to the Executive Director and fully share in managing all phases of the N02 organization's program and work.
- Provide management and oversight of all personnel, actions, products, and responsibilities assigned under the Executive Director including strategies and policies required to effectively execute those responsibilities.
- Support integrated planning, budgeting, and allocation recommendations for near term resource outputs and long-term PPBE execution regarding readiness, material, training, and manpower capabilities.
- Monitor and continually assess the effectiveness of the civilian workforce and make recommendations for adjustments to the strategy and requirements.
- Support the Executive Director in ensuring effective lines of communication are maintained between the organization and all stakeholders.
- Manage and coordinate initiatives to ensure Executive Director organizational structures and processes effectively enable information flow and decision-making.
- Provide management oversight and coordinate development of agenda and products to support readiness and resources integration across high-level executive coordination and decision-making forums.
- Provide direct technical and administrative supervision to a staff of 150 active duty, civilian, and contractor personnel, including first level supervision to seven Directors (three O-6s, three GS-15, and one GS-14).

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience developing new, innovative programs and concepts to balance and continue to improve Fleet operational readiness, effectiveness and wholeness within resource Constraints.
- Experience providing direct technical and administrative supervision to highest level active duty and civilian employees.
- Experience developing briefings on key program initiatives for presentation to Senior Navy leadership, Flag Officers and SES members.
- Experience conducting readiness management and assessment, and fiscal planning among USFF, CPF, TYCOMs and other major Naval commands integrated across manpower, training and equipment product lines to develop and influence Joint Staff, Joint Forces Command and OPNAV opinion, position and decision making.
- Experience providing strategic oversight of readiness and resource processes to ensure they are best aligned to support the optimal execution of organizational goals and support Congressional/OSD/Navy priorities.
- Experience ensuring effective lines of communication are maintained between the organization and all stakeholders such as: the Navy Secretariat, Headquarters U.S. Marine Corps, OPNAV offices, Combatant Commanders, the other major claimants (suppliers), the Department of Defense, the other military services, and Defense Federal/State/Local Government offices.
