Program Manager, IPS

About the Role

This position reports to the Director of Integrated Product Support (IPS) and is responsible for the planning, managing, and technical performance of one or more developed or mature engineering program(s) at a single location. The role involves leading all phases of assigned program(s) from initiation through delivery, managing programs with well-defined plans and methodologies, and ensuring stable growth. The position applies established technologies using standard principles and theories to solve technical problems and typically accomplishes objectives through subordinate managers.

Responsibilities

• Manages the Integrated Product Services proposal team.
• Participates in and facilitates the accomplishment of Integrated Product Services cost estimating objectives.
• Advises Integrated Product Services management regarding potential estimate risks.
• Manages the creation of cost estimates considering contract type, program life cycle, and prior related contract performance.
• Assesses impacts of quantity, phasing, schedule, operations tempo (OPTEMPO), and various elements influencing the estimating structure.
• Leads the development and monitoring of cost standards and cost estimation processes using organizational change management practices.
• Provides counsel to Integrated Product Services management on cost estimating issues for government and commercial proposals and contracts.
• Manages and participates in cost estimating activities utilizing various estimating techniques for contract change orders and estimates.
• Establishes estimating ground rules, assumptions, Basis of Estimate (BOE), and learning curves for cost estimating assignments.
• Manages all phases of one or more programs from conceptualization through completion, including acquisition, planning, and technical performance to meet quality, business, and financial objectives.
• Develops and coordinates program plans or delivery methods for a single customer.
• Participates with technical staff and IPS executive management to develop and implement technical, schedule, quality, business, and financial objectives for the program(s).
• Contributes to establishing design concepts, criteria, and engineering efforts for product research, development, testing, and integration.
• Interacts with internal and external representatives to resolve technical and scheduling issues, acting as the primary contact for program issues.
• Influences and coordinates the preparation of proposals, business plans, work statements, specifications, operating budgets, and financial terms/conditions of contracts.
• Influences contract acquisitions, negotiations, and modifications.
• Ensures technical leadership and excellence by participating in the planning, attraction, selection, retention, and development of required talent.
• Acts as the primary customer contact for program activities and leads program review sessions to discuss cost, schedule, and technical performance.
• Identifies program issues and provides leadership in developing solutions, such as re-allocating resources or modifying contract specifications.
• Contributes to the development of new business opportunities and expansion of existing ones, including pursuing partnerships and alliances.
• Manages the development and security of proprietary technology, maintaining confidentiality of sensitive information.
• Performs other duties as assigned or required.

Requirements

• Typically requires a Bachelor's, Master's, or PhD in engineering, science, or a related technical field, along with eleven or more years of progressively complex program administration experience. Equivalent experience may substitute for education.
• Demonstrates technical expertise and application of program management principles, concepts, and practices.
• Strong program management and leadership skills, including organizing, planning, scheduling, and coordinating workloads to meet deadlines or milestones.
• Ability to develop solutions requiring coordination of technologies across program requirements.
• Strong communication, leadership, presentation, and interpersonal skills to interface effectively with departments, management, staff, customers, and government representatives.

Qualifications

• Experience in defense, aerospace development, or sustainment programs.
• Familiarity with technical publications development and digital delivery concepts (IETP/CSDB lifecycle awareness).
• Exposure to logistics data products and sustainment planning outputs.
• Working knowledge of configuration management principles and baseline control.
• Experience supporting proposal development activities.
• Customer-focused, with the ability to work on a self-initiated basis and in a team environment.
• Able to work extended hours and travel as required.
• Ability to obtain and maintain a DoD Security Clearance.

Pay

Salary range: $112,320 - $205,058
