PROGRAM MANAGER I

Main Purpose of Job

Program Manager I is a managerial level of work in the Management Service of the State Personnel Management System. Employees in this classification are responsible for directing programs unique to their agency’s mission and operations and which are not found in other agencies. Employees in this classification have supervisory or managerial responsibility for the work of other employees in the Skilled or Professional Services.

Position Description

• Directs and coordinates all activities of an agency program or programs, such as a social services, health services or natural resources program, which are unique to the agency and its mission;
• Establishes overall policies and procedures for the program(s), oversees implementation and approves revisions;
• Establishes and evaluates program goals, standards and controls to meet program objectives;
• Oversees and manages the personnel and financial resources of the program(s);
• Develops short and long-range plans for program operations and resources;
• Determines organizational structure and staffing needs of the program(s);
• Oversees development and training of program staff;
• Plans, coordinates, supervises and evaluates the work of subordinate supervisors;
• Represents the department in a liaison capacity with managers and officials of other agencies concerning program activities;
• May promote the program through contacts with interested groups and the general public;

Minimum Qualifications

• Education: Bachelor's degree in computer information technology, management information systems or other information technology related field, to include coursework in local or wide area computer networks, from an accredited college or university.
• Experience: Two years of experience planning, integrating and maintaining software and hardware for local or wide area computer networks.

Notes

• Candidates may substitute completion of high school or high school equivalency certificate and eighteen months of experience converting data from project specifications by preparing program code using generally accepted computer programming languages or other developmental tools; planning, installing and maintaining data communications network lines and devices; or evaluating, implementing and maintaining computer hardware and software for the required education.
• Candidates may substitute completion of high school or high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and applications programming using generally accepted computer programming languages or other developmental tools for the required education.
• Candidates may substitute completion of high school or high school equivalency certificate and completion of a certification program in Network Administration, such as Certified Novell Administrator (CNA), Microsoft Certified Product Specialist NT 4.0 Administrator or equivalent certification program for the required education.
• Candidates may substitute experience in one of the following areas on a year-for-year basis for a high school education: operating computer systems, scheduling, controlling input and output or maintaining backups or data storage, processing data on computer systems, evaluating, implementing and maintaining computer hardware and software or converting data from project specifications by developing programs using generally accepted computer programming languages or other developmental tools.

Desired Or Preferred Qualifications

• At least one (1) year of experience applying election laws, rules and procedures in a local election office.
• Experience with voting systems.
