About the role
The Program Manager oversees programs designed to prevent housing instability, manages budgets and orders, staff, and partnerships to provide rental assistance, landlord mediation, and other services. The Manager develops innovative homeless prevention strategies tailored to the community's unique needs, emphasizing proactive approaches to address housing instability.
Responsibilities

- Develops and implements innovative homeless prevention strategies tailored to our community's unique needs, emphasizing proactive approaches to address housing instability.
- Supervises and mentors a dedicated team of case managers, coordinators and leads, empowering them to provide comprehensive support across housing and homelessness prevention contracts and other initiatives.
- Provides direct “hands on” case supervision to HHPS Staff and is available as needed for consultation.
- Supports in the daily final revision and approval of each Housing Assistance Application and Check request.
- Provides analyses of program outcomes, performance and improvement recommendations, supports team in interpretation and aggregation of data to support program development and reporting.
- Supports the implementation of federal, state and agency rules and regulations and ensures accurate reports and documentation that comply with applicable laws, policies, and procedures for both local, state and federally funded programs.
- Oversees the day-to-day operations of our prevention programs, optimizing efficiency and effectiveness to maximize impact.
- Maintains monitoring program outcomes and impact, leveraging data-driven insights to inform strategic decision making and drive positive change.
- Cultivates partnerships with community organizations, government agencies, and stakeholders to expand our program reach and effectiveness.
- Stays informed of best practices, emerging trends, and developments in homeless prevention, integrating cutting-edge insights into our program strategies.
- Supports the staff with screening clients for eligibility which may involve working with applicants in multiple instances, (e.g., answering questions, providing information & referral, etc.).
- Closely manages the HHPS staff by delegating tasks, offering daily guidance and support, and conducting timely performance reviews to discuss each staff’s strengths and improvement areas.
- Manages and updates knowledge of City policies and procedures in line with the quality standards, procedures, and process changes.
- Works to resolve conflicts and de-escalate situations as they arise.
- Reports to the HHPS Associate Director on the status of all Housing & Homelessness Prevention Services Projects and the HHPS staff performance.
- Builds strategies and timelines for department projects based on goals presented by Associate Director & CPO.
- Relays important company information from directors to employees.
- Affords assistance in special projects, activities and events as requested.
- Remains up to date on ERAP policies and guidelines and oversees the implementation of all MNC policies and procedures related to the HPS program.
- Family Support: Educates families about tenant rights and protection, monitors and ensures a smooth process when working with a third-party application provider, provides one-on-one support and guidance to families who are navigating and avoiding the eviction process, plans quarterly family engagement workshops designed to educate residents on their rights under the eviction moratorium, assists families with accessing resources to help with rent and back rent.
- Staff Development and Supervision: In coordination with HR and the HPS Director, actively participates in the recruitment, selection, orientation, supervision, professional development, and disciplinary actions of rental assistance, HPS and Rental assistance specialists. Develops and updates specialists' job descriptions as needed in conjunction with the HHPS Director. Supervises, evaluates, and provides leadership development to staff. Facilitates weekly staff meetings and individual supervision meetings with direct reports. Conducts probation period and annual performance evaluations for direct reports and monitors performance evaluation process. Develops and monitors staff development plans regarding direct reports for the HPS Director's approval. Identifies and schedules/arranges staff training needs and other professional development opportunities for rental assistance staff. Responsible for attending regular supervision meetings with the HPS Director and Agency Management meetings.
- Customer Service: Provides exceptional customer service. Represents MNC in a professional manner.
- Safety: Maintains personal safety, uses personal protection equipment (PPE) and follows MNC policies. Reports all and any safety issues, accidents, or injuries to MNC as a matter of priority.
- Effective Team Member: Ability to interact positively with team members. Partners with MNC staff and leaders when necessary to address department issues or concerns.
Qualifications
- Education: Degree with an emphasis in Social Work, Education, or related field, or working towards a current degree.
- Experience: Managing and coordinating, experience working effectively with working-class diverse immigrant adults and their children, a commitment to social and economic justice, and knowledge of issues impacting working-class immigrants in San Francisco. Understanding of the San Francisco housing landscape. Demonstrated ability to build strong relationships with diverse stakeholders and communities. Ability to speak clearly and persuasively, including speaking in small and large group settings. Strong strategic thinking skills and an ability to analyze and implement policies. Willingness to work as a member of and contribute to a team in a dynamic, learning environment. Ability to remain tactful under pressure and present a professional demeanor and communication style with co-workers in a multicultural setting.
- Skills and Abilities: Independent thinker, possess excellent customer service skills, professional attitude, a high level of personal integrity, maturity, and business judgment required. Able to multi-task, prioritize tasks, meet deadlines, able to do presentations and to maintain confident information. Strong written and verbal communication skills. Must be a well-organized professional who thrives in a team-oriented environment.

Benefits
- Pay Rate: $82,000 - $85,000 Annual Salary
