Program Manager Contingent Workforce

About the Role
The Program Manager, Contingent Workforce is responsible for developing, launching, and scaling the organization’s contingent workforce program. This role establishes governance, policies, processes, and operational frameworks for effectively managing an external workforce. The position plays a key role in ensuring compliance, optimizing supplier relationships, and driving organizational adoption of contingent workforce models.
Responsibilities
- Develop and operationalize a contingent workforce program with clear governance frameworks, processes, and accountability structures.
- Manage the contingent workforce supplier network, including supplier onboarding and offboarding within established compliance and rate frameworks.
- Partner with Legal and Accounting to develop and refine policies that support SOX audit readiness.
- Drive organizational adoption of contingent workforce models through communication, training, and enablement initiatives.
- Establish processes for workforce planning, supplier management, compliance, and program reporting.
- Monitor program performance and identify opportunities to improve operational efficiency and workforce outcomes.
- Develop and prioritize program enhancements, including international expansion and improved reporting capabilities.
- Collaborate with Finance, Legal, HR, Talent, and other cross-functional stakeholders to align program objectives and requirements.
- Lead the continued development of a newly launched program and establish scalable operating practices.
Requirements
- Minimum 7 years of experience in program management, operations, workforce management, or a related field, with demonstrated program-building experience.
- Experience managing vendor or supplier relationships, preferably within staffing, MSP, or VMS environments.
- Strong experience designing operating models, governance structures, and business processes.
- Proven ability to align and influence cross-functional teams, including Finance, Legal, and HR.
- Comfortable leading and developing a newly established program in a dynamic environment.
- Excellent communication, stakeholder management, and influencing skills.
- Strong analytical, organizational, and problem-solving abilities.
Preferred Qualifications
- Experience with contingent workforce management platforms or MSP programs.
- Familiarity with employment law, worker classification, or SOX compliance.
- Background in HR, Talent Acquisition, or People Operations.
- Experience managing international workforce programs or employer-of-record engagements.
Pay
Base salary ranges vary by location, including $167,000–$176,000 USD in California, New York, Connecticut, and New Jersey, and $139,000–$146,500 USD in other states. Eligible for new-hire equity grants and annual equity refresh grants. Final compensation will vary based on location, experience, qualifications, and skills.
