Program Manager, Broker Management
About the role
Join the OneCare Sales & Marketing team as a Program Manager, Broker Management and help shape the future of healthcare. This position is integral to developing and implementing special projects, programs, and new initiatives with departmental and organizational-wide impact. You will interact with all levels of staff, network providers, health networks, field marketing organizations (FMOs), and broker agencies. Responsibilities include recruitment, training, and servicing of agents and brokers, as well as ensuring compliance with required regulations. This role has been approved as a Community Worker position. If telework is approved, you must work within the State of California and, for partial telework, report to the main office in Orange, CA at least two days per week.
Responsibilities
- Program Support (85%)
- Participate in a mission-driven culture focused on high-quality performance, member service, consistency, dignity, and accountability.
- Align broker and agent strategy with department goals and CalOptima Health’s strategic priorities.
- Improve processes to enhance broker management performance.
- Develop and maintain reports to document broker performance and ensure sales requirements are met.
- Ensure compliance with company, CMS, and state Medi-Cal outreach regulations.
- Monitor, analyze, and report on healthcare marketplace conditions, competitors, and policy changes.
- Assess information from various sources on healthcare initiatives, new programs, or focus areas.
- Develop workplans for assigned projects, managing scope, schedule, budget, and quality.
- Create workflows, KPI dashboards, procedures, and policies to ensure efficient outputs from agents and FMOs.
- Develop specifications and scopes of work for community activities and lead generation partnerships.
- Draft presentations and reports to support broker training, education, and field activities.
- Attend and support agents at community events and lead generation activities.
- Support project workgroup activities.
- Administrative Support (10%)
- Assist the team in carrying out department responsibilities and collaborate on short- and long-term goals.
- Mentor staff on standards, organizational understanding, and relationship building.
- Document agent activity in CalOptima Health’s broker CRM system.
- Assist management with strategic programs and pilots for the department.
- Support day-to-day team administrative activities.
- Other (5%)
- Complete additional projects and duties as assigned.
Requirements
- Bachelor’s degree in public health, business, healthcare administration, or a related field plus 3 years of experience in a sales role within healthcare programs. An equivalent combination of education and experience may also qualify.
- California Department of Insurance License.

- Experience in broker management.
- Managed care operations experience.
- 2 years of experience in a highly matrixed, mission-driven organization.

- Ability to lift and move objects, patients, or equipment weighing 10 to 25 pounds.
