Basic Qualifications
- Bachelor’s Degree in Business Administration or a relevant technical field (e.g., Cloud Computing, Computer Science, Engineering, Information Systems, Cybersecurity).
- Minimum 20 years of program management experience, with a proven track record of applying Agile program management methodologies to large, complex contracts.
- Program Management Professional (PMP) certification is required.
- At least 10 years of demonstrated experience managing Sponsor programs of comparable scope and complexity.
- Direct experience overseeing subcontractors
- Active TS/SCI security clearance with polygraph
Work Description
The Program Manager leads the end to end execution of a high visibility, multi year contract program that supports a key Sponsor within the Intelligence Community (IC). The role is responsible for delivering complex solutions on schedule, within budget, and in full compliance with security and contractual requirements. As the Program Manager, you will provide strategic direction, oversee multiple subcontractors, and drive Agile program management practices across a distributed team of technical and business stakeholders.
Key Responsibilities
- Own the full lifecycle of the BULLSEYE contract—from start-up and planning through execution, transition, and close out.
- Set program vision, objectives, and success metrics aligned with Sponsor goals.
- Champion Agile methodologies (Scrum, Kanban, SAFe) across all workstreams.
- Facilitate Program Increment (PI) planning, sprint reviews, and retrospectives to ensure continuous delivery and rapid response to changing requirements.
- Serve as the primary liaison between the Sponsor, internal senior leadership, and external partners.
- Conduct regular status briefings, risk workshops, and executive reviews.
- Develop, negotiate, and administer subcontractor agreements.
- Track performance, compliance, and deliverables; implement corrective actions when necessary.
- Manage the program budget, forecast funding requirements, and ensure cost controlled execution.
- Provide detailed financial reporting and variance analysis to senior leadership.
- Identify, assess, and mitigate technical, schedule, cost, and security risks.
- Mentor and develop senior technical leads, project managers, and functional leads.
- Foster a high performance, collaborative culture that values innovation, diversity, and ethical conduct.
- Define and track key performance indicators (KPIs) such as schedule variance, cost variance, earned value, and quality metrics.
- Use data driven insights to drive program improvements.
