Responsibilities
- Cultivate customer relationships and intimacy to develop further opportunities within the customer community.
- Develop new business opportunities through long-term strategic planning, capture planning, and proposal/business development.
- Lead and direct cross-functional Integrated Program Teams (IPT) to meet program cost, schedule, and technical performance objectives.
- Measure and report program performance.
- Deliver presentations to customers, executive management, and other program stakeholders.
- Participate in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
- Create design concepts, criteria, and engineering efforts for product research, development, integration, and testing.
- Identify, distribute, track, and complete program requirements.
- Establish and manage program and subordinate baselines.
- Utilize Earned Value Management (EVM) or similar cost & schedule control methodologies and tools to establish and manage budget baselines.
- Identify, allocate, and manage program resources, including workforce planning.
- Manage Government/customer-supplied property or information (GFE, CFE, etc.).
- Manage suppliers to meet program objectives.
- Adequately adhere to all internal processes, policies, and applicable industry standards.
- Ensure program team understands and adheres to contract scope and manages change through control board activities.
- Develop and adhere to master plans and schedules.
- Conduct thorough risk and opportunity management practices including identification, mitigation, and realization.
Qualifications
- Bachelor’s degree and 8 years of experience OR a Master’s degree and 6 years of experience supporting U.S. Government contracts and customers and/or project management in other industries.
- Demonstrated success leading teams/organizations to achieve a common goal.
- Active Secret security clearance level at time of application and the ability to obtain and maintain Top Secret and SCI clearances.
- Demonstrated ability to obtain SCI.
- Experience in leading new product development (hardware and software).
- Proven record of sub-contractor management and overseeing multiple vendors.
- Experience managing various contract types to include CPFF, CPIF, FFP.
