Program Description

Willow Tree Residence is a 130-unit congregate care supportive housing program located in East Midtown Manhattan. The facility is unique as it is co-located with a women’s shelter that occupies the first 6 floors of a 21-story building and offers a street-facing Article 28 clinic on the first floor dedicated to providing primary and behavioral health care services. Willow Tree provides 79 permanent, supportive housing units for chronically homeless single adults and/or adult families with a serious mental illness [SMI], a substance use disorder [SUD], or those who may have a co-occurring SMI and SUD. Candidates are referred through the Department of Homeless Services [DHS]; however, the facility is funded by DOHMH. The remaining 51 units are “fair market” and reserved for low-income tenants, referred from the local community.

Essential Duties And Responsibilities

  • Manage the day-to-day operations and activities with respect to tenants’ services, the physical plant, building safety and security
  • Provide direct and indirect supervision to all staff as well as management of all human resources issues such as hiring, progressive discipline, training, and developing staff as needed.
  • In conjunction with Property management, oversee the business office including rentals and rent collection.
  • Collaborate with the Clinical Director to ensure the appropriate level and quality of services are offered to the tenants.
  • Met regularly with all tenants to counsel/instruct them on building issues, especially safety matters.
  • Meet with individual tenants, as needed, to resolve issues and/or conflicts with building staff or service.
  • Manage all aspects of the budget and ensure that the building follows city and state regulations and reporting requirements.
  • Ensure timely completion of statistical and reporting requirements.
  • Builds and maintains strong connections with both local and state service providers.
  • Handle community relations activities which include maintaining a positive relationship with neighboring community organizations and overseeing the creation of partnerships with community-based service providers.
  • Facilitate weekly team meetings with the interdisciplinary team.
  • Available to respond to emergencies on a 24/7/365 basis, on-call.
  • Perform other duties as assigned by the Vice President of Programs.

Physical Activities

While performing the duties of this position, the Program Director must stand to talk to clients and staff, sit for extended periods of time at the computer, and reach or squat to get records from the files.

Education And Skills Requirements

  • Master’s degree in social work or related human services field is strongly preferred
  • Bachelor’s degree from an accredited college or university with 4 years’ experience working with individuals who struggle with homelessness, mentally illness and substance use and/or other special needs populations; 2 years of which must be supervisory in nature.

  • Team Building: Ability to work cooperatively with peers and other staff to serve the needs of the clients as effectively and efficiently as possible.
  • Organizational: An ability to work independently and to adjust one’s schedule to accommodate the needs of the client
  • Communication: Excellent oral, writing, and listening skills
  • Interpersonal: Ability to effectively role-model socially appropriate behavior; and to treat residents and coworkers with respect and help to create a warm, supportive environment; and to work effectively with homeless individuals with mental illness, developmental disabilities, and/or substance use issues.
  • Ability to enforce rules and regulations in a non-judgmental manner
  • Computer: Knowledge of Case Management software (AWARDS).
  • Proficiency in Microsoft Office Suite, especially Outlook, Word, and Excel.
  • Language: Bilingual or multilingual a plus
