Responsibilities
- Directs all phases of programs from inception through completion.
- Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
- Participates in the negotiation of contract and contract changes.
- Captures new business or expands the product line with the customer.
- Develops milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions.
- Manages one or more programs of size and complexity, may manage an operating/field office, and supervises professional and technical personnel performing in their customary disciplines.
- Maintains aggressive efforts to achieve objectives.
- Prepares manpower staffing plans, including skill and labor mix, to support contract operations.
- Makes recommendations for follow-on business.
- Supports new business development by leading major proposals personally, or through subordinate program/project managers.
Qualifications
- Bachelor's with 8-12 years (or commensurate experience)
- Certification Required: PMP
- Experience supporting NIWC PAC and interfacing with Program Office-level senior leadership
- Experience managing large-scale integration projects with a diverse team of prime and sub labor
- Understanding of U.S. Navy communications and engineering project execution and standards
- Experience managing program level P&L; balancing finances; task scheduling; partner management; resource management; program performance analysis and reporting; and risk analysis and reporting
- Experience providing oversight to teams performing site surveys, system manufacturing, and integration efforts at multiple sites simultaneously
- Must be willing to travel (CONUS) up to 25% of the time
- Experience developing business relationships with the U.S. Navy, ideally in Navy Region Southwest, and providing operations-level business development support for growth and proposal efforts
Preferred Qualifications
- Understanding of U.S. Navy Submarine Very Low Frequency communications
- Established understanding of NIWC PAC and LANT relationships, standards, and processes
- STEM-focused bachelor's degree
Pay
USD $170,000.00 - USD $190,000.00 /Yr.
