Program Cost Control Analyst - Level 4

As a Program Cost Control Analyst – Level 4 (Material Cost Management Analyst – Level 4), you will be pivotal in supporting missions critical to national and global security. This role involves establishing and monitoring budgets and schedules for direct contract work on various aerospace programs.

This position will be based out of Chandler, AZ, and requires the ability to obtain and maintain a U.S. Government Secret security clearance. Travel is expected to be 10% of the time.

Responsibilities

• Perform Earned Value Metric (EVM) tasks including Work Breakdown Structure (WBS) development, budget baseline, cost risk analysis/assessment, and visibility reports, as well as development and analysis of estimates to complete.
• Maintain the accuracy of managed WBS structures (or Control Accounts) through recurring monthly status updates, manual adjustment entries, and analyzing resulting variances to budget.
• Provide support to internal surveillance, including analysis of program performance, monitoring the Estimate to Complete (ETC) and program Estimate at Complete (EAC), review of Variance Analysis Reports (VARs), and Change Requests (CRs).
• Integrate with program and functional teams (e.g., supply chain management) to reconcile data and facilitate recommendations to program management, including corrective actions.
• Support internal and external audits and reviews requested by programs, customers, and company management, including fact-finding and negotiation support.
• Perform analysis and prepare reports to ensure contracts comply with negotiated parameters and government cost control guidelines.
• Apply knowledge of the DCMA data-driven Earned Value Management Systems compliance process and current policy.
• Work cross-functionally with departments such as program office, finance, and supply chain to execute critical transaction needs.
• Facilitate training sessions on various Earned Value topics as needed.
• Review current processes and procedures and provide recommendations for streamlining.

Requirements

• Bachelor’s degree with 8+ years of relevant professional experience – OR – Master’s degree with 6+ years of relevant professional experience. An additional 4+ years of experience may be considered in lieu of a degree.
• Proficiency in Microsoft Excel, data analytics, and forecasting.
• Strong understanding of material movement or material contracts in a government contracting setting.
• Experience with MS Office Suite.
• Experience with Earned Value Management (EVMS).
• Ability to communicate professionally and effectively with program teams, stakeholders, and customers.
• Must be able to obtain and maintain a U.S. Government Secret security clearance.

Preferred Qualifications

• Bachelor’s degree in Finance, Economics, Accounting, or Business Administration.
• Defense industry experience.
• Working knowledge and practical application of Earned Value Management (EVM) and EIA 748 guidelines.
• Program Cost Control experience.
• Experience with FAR/DFAR.
• Proficiency in Deltek Cobra or similar project management software, Microsoft Project.
• Deltek CostPoint or other BW/MRP user experience.
• DCMA EVMS audit experience.
• Understanding of support to Integrated Baseline Reviews (IBR) as both a Prime and Subcontractor.
• Active U.S. Government Secret security clearance.

Pay

Primary level salary range: $101,400.00 - $152,200.00. The above range represents a general guideline; actual offers consider factors such as scope and responsibilities of the position, candidate's experience, education, skills, and current market conditions. Depending on the position, employees may also be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions and company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
