PROGRAM BUDGET ANALYST VI - DOWNTOWN, OAHU
About the role
The immediate vacancies are permanent, full-time positions with the Department of Budget & Finance and Department of Health, located in Downtown, Oahu. The salary range is $6,535 to $7,952 per month (SR-26, Step D to I).
Responsibilities
- Perform and/or supervise the preparation, analysis and presentation of intermediate and long-range plans and budgets in the various program areas of the State's program structure.
- Conduct program and budget analysis and evaluation; recommend funding levels for a group of major programs, or a single large and exceptionally complex major program in the State's program structure.
- Conduct system studies; serve as team leader; and perform other duties as assigned.
- Participate in complex multi-program studies requiring both cost/benefit analytical techniques and qualitative problem-solving techniques.
- Review the six-year plans and provide budget analysis services for a group of major programs or a single large exceptionally complex program, including supervision of other analysts.
- Assist the branch chief in formulating, implementing and evaluating the State's Capital Improvements Program and assume the duties and responsibilities of the branch chief during his absence.
Requirements
- Legal Authorization To Work: Must be a citizen, national, or permanent resident alien of the United States, or eligible under federal law for unrestricted employment in the United States.
- Education: Bachelor's degree from an accredited four-year college or university.
- Specialized Experience: Four and one-half (4-1/2) years of progressively responsible professional experience which involved as a primary emphasis, the performance of technical analytical work in the evaluation of operating programs to determine their effectiveness in achieving desired objectives.
- Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted.
Qualifications
- At least one (1) year of the required Specialized Experience must have been at the fully competent level comparable to the Program Budget Analyst IV level in State service.
- At least two and one-half (2-1/2) years of work experience in the determination of resource allocation and evaluation of programs.
Skills
Experience in the following areas of concentration:
- Program Analysis and Evaluation: Familiarity with statistical analytical methods and techniques such as break-even, cost benefit and regression analysis; and business process modeling.
- Program Planning: Direct participation in the review, analysis, and evaluation of program plans and budget requirements; preparation and recommendations in regard to program goals, policies, and priorities; development of fiscal policies and financial plans; development, establishment and application of work measurement devices and techniques and standards for the evaluation of program performance.
- Program Budgeting: Direct participation in the preparation and review of budgets and program plans for major programs; analysis of how and to what degree existing levels of resources such as human capital, equipment, materials, and funds are meeting program goals and objectives; how variations in increments of resources would impact upon program goals and objectives; revision of objectives, programs, and budgets in light of changing conditions and experience.
