About the role
Torch Technologies is seeking a Program & Budget Analyst to support the PM AMSA organization. The position involves developing and coordinating annual Program Objective Memorandum (POM), Program Management Review (PMR), Army Program Budget Brief (APBB), and bi-annual updates of P&R Forms. It also includes coordinating budget execution activities, monthly actuals reporting, and variance analysis across multiple appropriations and government financial systems.
Responsibilities
- Develop and coordinate annual Program Objective Memorandum (POM), Program Management Review (PMR), Army Program Budget Brief (APBB), and bi-annual updates of P&R Forms.
- Cook up budget execution activities, monthly actuals reporting, and variance analysis across OMA, APA, and RDT&E appropriations.
- Maintain Office of the Secretary of Defense (OSD) goals using General Fund Enterprise Business System (GFEBS) and Logistics Modernization Program (LMP).
- Give advice to Assistant Product Managers (APMs), Systems Acquisition Managers (SAMs), and Principal Investigators (PIs) on planning processes for current, future, and prior-year budgets.
- Support Mid-Year Reviews, PMR reviews, financial briefings, and Support Agreements.
- Develop and maintain Product Team Spend Plans using Project Management Resource Tools (PMRT)/Comprehensive Cost and Requirements (CCaR) and Enterprise Architecture (EA) financial dashboards.
- Serve as the Program Analyst Workflow Lead in PMRT CCaR in accordance with ASA(ALT) requirements.
- Update Budget Authority information within PMRT CCaR.
- Prepare and submit reprogramming and realignment requests, including Unfunded Requirements (UFRs), Information Papers, and Impact Statements.
- Manage and execute financial actions associated with Support Agreements, including G-Invoicing Site and G-Invoicing Hub activities within GFEBS.
- Develop and coordinate execution documentation, including Military Interdepartmental Purchase Requests (MIPRs), Purchase Work Directives (PWDs), and contract funding modifications with government agencies.
- Collaborate with cross-functional teams to support financial planning, reporting, and execution.
- Conduct Defense Travel System (DTS) audits and review travel authorizations and vouchers for accuracy.
- Monitor commitments, obligations, disbursements, and funding execution and variances across fiscal year.
- Develop financial reports, charts, and presentation materials supporting leadership briefings and decision-making.
Requirements
- U.S. Citizenship.
- Bachelor's degree in Finance, Accounting, Business Administration, a related field or equivalent experience.
- 8+ years of relevant business, financial management, or program analysis experience.
- Active Secret Security Clearance.
- Proficiency with Microsoft Office Suite, including advanced Microsoft Excel and PowerPoint skills.
- Experience using government financial systems, including: General Fund Enterprise Business System (GFEBS), Wide Area Workflow (WAWF), Logistics Modernization Program (LMP), Project Management Resource Tools (PMRT)/Comprehensive Cost and Requirements (CCaR), P&R Forms, Defense Travel System (DTS), and applicable Department of Defense Financial Management Regulations.
- Familiarity with applicable Department of Defense Financial Management Regulations, including DoD 7000.14-R, FMR 37-100, and FMR 37-1.
Qualifications

- Knowledge of PM Aviation Mission Systems & Architecture (AMSA) programs, financial processes, and reporting tools.
