About the role
If selected, you will serve as Budget Analyst in the Veterinary Services (VS) Field Operations Administrative Center and are responsible for performing a wide variety of budget, contract, and agreement analyses and administrative assignments. You will plan, organize, and evaluate various administrative support activities in VS and provide guidance and recommend or implement changes in procedures to improve the management of resources.
Responsibilities
- Participates in developing and supplying financial and budgetary data for development, preparation and presentation of the FiOps District and Center budgets.
- Maintains control of allotments by moving funds between accounts, project and activities.
- Develops monthly status of funds report and makes recommendations to Supervisory Budget Analyst regarding adjustment of funds and obligations to provide effective utilization of available resources.
- Reviews such fiscally-related documents as interagency agreements, cooperative agreements and memorandums of understanding.
- Provides technical guidance to program and administrative personnel relative to the development, monitoring, and closeout of cooperative, interagency agreements and trust funds.
- Apprises the Supervisory Budget Analyst of changes to agreements affecting the monetary status to the respective FiOps budget through oral and written presentations.
- Reviews and/or audits FiOps District and/or Center financial records and systems to ensure compliance with Departmental, Agency, Program and Regional guidelines.
Qualifications
FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-5 grade level) that demonstrates:
- Approving/processing vouchers, purchase requests, and contract invoices.
- Adjusting account balances to reflect the effect of allotments, transfers, obligations, expenditures, and other actions that change the amount of funds available in accounts and pulling reports in financial management systems.
- Transforming data from financial management systems into functional reports utilizing excel pivot tables for analysis and reporting.

- 1 full year of graduate-level education in business administration, finance, accounting, or related fields.

- Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND 1) have a class standing in the upper third of the graduating class, 2) membership in a national scholastic honor society (excluding Freshman honor societies), or 3) must meet certain GPA requirements. GPA requirements: 3.0 or higher out of a possible 4.0 as recorded on official transcripts or as computed based on 4 years of education, or courses completed during the final 2 year of the curriculum; OR 3.5 or higher out of a possible 4.0 based on the average of the required course completed in the major field or courses completed during the final 2 years of the curriculum (GPA will be rounded to one decimal place, e.g., 2.95 rounds to 3.0 and 2.94 rounds to 2.9).
