About the Role
Serves as a senior program analyst for Business and Recreation Programs at the ID-WH Region FMWR Office, providing subject matter expertise and recommendations to region and garrison leadership at echelon on FMWR business program performance.
Responsibilities
- Evaluates overall MWR NAF revenue-producing operations to identify problems and recommend effective and economical solutions, meet needs, and produce efficiencies.
- Recommends and develops future MWR programs and activities.
- Analyzes policy issues and develops programs, policies, procedures, and practices that promote economy, efficiency, and effectiveness in MWR operations.
- Monitors implementation and compliance with established policies and programs.
- Acts as a technical expert in a professional field; uses in-depth specialized knowledge and experience to develop new approaches to issues previously unresponsive to accepted methods.
- Develops in-depth analysis and evaluates trends of garrison performance to support local requirements.
- Interprets initiatives on own; completed work reviewed for feasibility, effectiveness, and compatibility with other work.
Requirements

Qualifications
- Managerial or supervisory work experience demonstrating comprehensive analytical skills and acquired formal training in financial analysis and financial management systems.
- Work experience equivalent in difficulty and complexity to the next lower grade level.
- Good oral communication and writing skills.
- Strong organizational skills and the ability to manage multiple concurrent projects effectively.
- Ability to present ideas and proposals to a variety of audiences.
- Knowledge of standard office software such as word processing, graphics presentation, spreadsheet, and email.
Preferred qualifications include:
- Four years of experience in MWR operations and/or financial management programs providing a general knowledge of overall MWR operations and operational experience in hospitality operations, financial analysis, and budget operations.
- A Graduate degree in finance, accounting, or business (adequate training and experience can be an acceptable substitute).
Highly preferred qualifications (candidates meeting all criteria will be considered best qualified):
- At least 3 years of leadership experience in MWR Business Operations with demonstrated success in financial management, operational performance, and human capital management.
- Experience overseeing operations such as bowling, golf, food and beverage, bingo, or other Category B and C Community Recreation programs.
- Applicable training or certifications related to MWR Business Operations.
- Experience managing multiple programs simultaneously within a large, complex MWR organization.

Payment of Permanent Change of Station (PCS) costs may be authorized based on a determination that a PCS move is in the Government's interest. In accordance with the Joint Travel Regulations, most individuals will be authorized movement of Household Goods, Temporary Storage, and Air, POV, or Rail Transportation to the new duty station. Some individuals may also be authorized Temporary Quarters Subsistence Expenses (TQSE).
This job is part of a pay-banded system. Sunday premium pay for regularly scheduled employees and night differential pay may be authorized by the Garrison Commander.
