Job Duties

  • Support the drafting, review, and negotiation of MOUs with AF region partners
  • Cook up the implementation of signed MOUs, tracking progress and ensuring compliance with agreed terms
  • Facilitate engagement and communication between U.S. government stakeholders and AF region counterparts
  • Organize and participate in meetings, briefings, and events related to MOU activities
  • Prepare reports, updates, and briefing materials for senior leadership
  • Identify and address challenges or barriers to effective MOU implementation
  • Deliverables: Cleared action memoranda, policy responses, implementation guidance, and related correspondence
  • Policy analyses, position papers, decision-support materials, briefings, talking points, and Congressional testimony
  • Global health situation assessments and portfolio analyses with actionable policy and program recommendations
  • Negotiation positions, strategies, interventions, and meeting readouts for multilateral and interagency engagements
  • Program effectiveness assessments and recommendations for adjustments to foreign assistance programming
  • Regular progress reports and a final summary report detailing achievements, challenges, lessons learned, and recommendations

Qualifications

  • Demonstrated ability to operate effectively in complex, sensitive, and rapidly evolving foreign policy environments
  • Strong analytical, diplomatic, organizational, and communication skills, with the ability to advise senior officials and advance U.S. positions across diverse international audiences
  • Experience in drafting, negotiating, and implementing MOUs
  • Strong understanding of diplomatic engagement and regional dynamics in the AF region
  • Excellent organizational, communication, and stakeholder engagement skills
  • Able to coordinate across multiple teams and manage competing priorities
  • Proficiency in French, Portuguese, or other relevant regional languages preferred

Work Schedule and Location

  • Full-time, 40 hours per week (Monday-Friday)
  • Location: Washington, DC
  • Occasional domestic and international travel required, including travel to meetings, conferences, and multilateral engagements (25% international travel)

Clearance Requirements

  • Secret clearance required
  • Must be a U.S. citizen

Compensation

The projected compensation range for this position is $98,500 to $116,000 (annualized USD).
