PROGRAM ANALYST

About the role

You will serve as a PROGRAM ANALYST in the FLEET MODERNIZATION AND FACILITIES MANAGEMENT DIRECTORATE (N4), DEPLOYING GROUP SYSTEMS INTEGRATION TESTING (DGSIT) DIVISION (N41) ofNAVAL INFORMATION FORCES.

Responsibilities

• Support all areas of planning, coordination, and execution of milestones and events under the Deploying Group Systems Integration Testing (DGSIT) PAC program.
• Assist in the development of DGSIT program milestones and program documentation for all phases of the program.
• Cook up and conduct the Planning Definition Survey (PDS) phase of DGSIT program on deploying Strike Group surface combatants with focus on cruisers/destroyers (CG/DDG) and amphibious ships (LPD/LSD).
• Assist in team development of personnel in an underway interoperability testing environment.
• Develop DGSIT presentations and reports and participate in executive decision making.
• Apply fact finding and investigative techniques to accurately define, depict, and document DGSIT findings.
• Supervise and manage systems engineering teams of up to 18 personnel during underway C5I testing.

Requirements

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Must be able to travel on military and commercial aircraft for extended periods of time.
• Medical Screening is required for Government Civilian Employees prior to embarking on U.S. Navy vessel afloat and away from shore for periods of time greater than 24 hours.

Qualifications

• To qualify for the PROGRAM ANALYST, GS-0343-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
• Specialized experience must demonstrate the following:
• Developing and directing plans for accomplishing program objectives;
• Overseeing a team's technical, administration and logistic efforts supporting the integration and interoperability testing of C5I systems associated with units and staffs assigned to deploying Carrier Strike Groups (CSG), Expeditionary Strike Groups (ESG), Marine Expeditionary Forces (MEF) Amphibious Ready Groups (ARG) and Marine Expeditionary Units (MEU);
• Assisting in the development of Deploying Group System Integration Testing (DGSIT) program milestones and program documentation for all phases of the program;
• Responding personally to urgent internal and external inquiries regarding programmatic issues.
