Professional Engineer 1 (Civil/Transportation)
Under the general direction of the Professional Engineer 2 in NY Division Construction Management, the selected candidate will direct, supervise, and administer the construction of various highway, bridge, and architectural projects within the NY Division.
Responsibilities
- Establish and maintain a thorough understanding of Authority policies and application of Section 100 of the NYSDOT standard specifications.
- Supervise and guide consultant and in-house Project Engineers.
- Monitor progress of construction, review CPM Schedules, and contract payments.
- Conduct regular field inspections to ensure the work is performed in accordance with contract requirements.
- Coordinate project submittal reviews; recommend approval of shop drawings and mix designs, evaluate contractor requests for information.
- Manage consultant inspection agreements including budget and staffing levels; review invoices, prepare confidential ratings.
- Review order-on-contracts, cost proposals (agreed prices and force account records), recommend acceptance or modification of work, recommend disputed work resolution measures.
- Chair or participate in all project meetings including progress meetings, pre-construction, and close-out meetings.
- Review work zone traffic control plans and manage conflicts.
- Perform constructability reviews of projects in design.
- Provide guidance with respect to contract changes.
- Participate in Division operations such as emergency response and snow and ice operations support, as needed.
Qualifications
Minimum Qualifications for Transfer (Current State Employees):
- Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 23 or above and eligible for transfer under Section 70.1 of the NYS Civil Service Law.
- NYS Professional Engineer's license with current registration.
NY HELPS Minimum Qualifications:
- A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher in one of the following fields:
- Civil Engineering
- Civil Engineering Technology
- Construction Engineering
- Construction Engineering Technology
- Construction Engineering Management
- Construction Engineering Management Technology
- Geological Engineering
- Geotechnical Engineering
- Hydraulics Engineering
- Materials Engineering
- Materials Science and Engineering
- Metallurgical and Materials Engineering
- Structural Engineering
- Transportation Engineering
- Transportation Planning and Engineering
- Engineering Science with a recognized concentration in any of the above-listed engineering degrees
- OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a noncompetitive appointment. At a future date, employees hired under NY HELPS will have their non-competitive employment status converted to competitive status without examination.

Pay
The salary range for this position includes:
- Base Pay Range: $114,452 (Hiring Rate) up to $123,208 (Job Rate)
- Location Pay: $3,400 for Downstate
- Recruitment & Retention Pay: $7,000
