About the role

The position plays a critical role in the New York State bridge inspection program, which requires biennial (every two years) inspections of all publicly owned highway bridges to ensure safety. This program is mandated by Federal and State law to protect public safety and requires a Quality Control Engineer (QCE) to review all inspection reports and certify that quality control has been completed. The candidate may also assist with other assignments within the Infrastructure Inspection Bureau, including Special Hauling Permit Review.

Responsibilities

  • Review Bridge Inspection reports for completeness, accuracy, and compliance with the NYSDOT Bridge Inspection Manual. Approximately 200 reports are reviewed each year. Completed reports must be submitted to NYSDOT in compliance with FHWA National Bridge Inspection Standards (NBIS).
  • Perform field reviews of inspection teams to ensure compliance with all applicable State and Federal Regulations.
  • Review Structural and Safety Flags issued during Inspections for accuracy and consistency. Approximately 150 flags are issued each year.
  • Review Overhead Sign Structure (OSS), Large Culvert, High Mast Lighting, and Retaining Wall Inspection Reports.
  • Assist with review of Special Hauling Permits in the Highway Oversize Overweight Credentialing System (HOOCS). Approximately 500 permits are reviewed annually.

Requirements

Candidates must meet one of the following sets of qualifications:

  • Minimum Qualifications (Current NYS Employees): Current New York State employee with one year or more of qualifying permanent service to a Grade 23 or above and eligible for transfer under Section 70.1 of the NYS Civil Service Law. All transfer candidates must hold a NYS Professional Engineer’s license with current registration.
  • NY HELPS Qualifications:
    • A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher in one of the following fields:
      • Civil Engineering
      • Civil Engineering Technology
      • Construction Engineering
      • Construction Engineering Technology
      • Construction Engineering Management
      • Construction Engineering Management Technology
      • Geological Engineering
      • Geotechnical Engineering
      • Hydraulics Engineering
      • Materials Engineering
      • Materials Science and Engineering
      • Metallurgical and Materials Engineering
      • Structural Engineering
      • Transportation Engineering
      • Transportation Planning and Engineering
      • Engineering Science with a recognized concentration in any of the above-listed engineering degrees
    • OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

Candidates should have at least five (5) years of recent experience in bridge design, construction, inspection, or other bridge engineering-related experience.

Pay

The salary range for this position includes all applicable annual components of pay:

  • Base Pay Range: $105,392 (Hiring Rate) up to $123,208 (Job Rate)
  • Recruitment & Retention Pay: $7,000

This is a Unit 2 (CSEA) position. Additional policy guidelines and work hours may be discussed during the interview.
