Professional Engineer 1 (Civil/Transportation)
About the role
The Professional Engineer 1 (Civil/Transportation) will report through the Department of Engineering’s Office of Design. The candidate will be responsible for a wide range of duties requiring knowledge of current New York State design standards, procedures, and specifications, including the Project Design Manual, Standard Specifications, Bridge Manual or Highway Design Manual, AASHTO LRFD Bridge Design Specifications or AASHTO Green Book, Standard Sheets, and/or Bridge Detail Sheets. This position also provides construction support as projects progress.
Responsibilities
- Provide professional engineering design services for various bridge and highway repair, rehabilitation, and reconstruction projects.
- Prepare design reports/studies, plans, specifications, engineer’s estimates (PS&E), design calculations, and other technical elements of bridge or highway projects.
- Manage engineering design consultants, review and approve design work performed by technicians under supervision, including scopes of services, tracking project progress, and evaluating consultants.
- Additional duties as assigned.
Requirements
- Current New York State Professional Engineer’s license with current registration.
- One of the following:
- A qualifying bachelor’s degree or higher in Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above-listed engineering degrees.
- One year of full-time qualifying engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
This position is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the program, it may be filled via a non-competitive appointment, meaning no examination is required, but candidates must meet the minimum qualifications. Employees hired under NY HELPS may later have their status converted to competitive without examination.

Pay
The salary range includes base pay and recruitment & retention pay:
- Syracuse & Buffalo: Base pay range from $87,716 to $123,208, plus $7,000 recruitment & retention pay.
- Albany: Base pay range from $105,392 to $123,208, plus $7,000 recruitment & retention pay.
- New York: Base pay range from $114,452 to $123,208, plus $7,000 recruitment & retention pay.
- Mid-Hudson (Dutchess, Putnam, Orange): Additional $1,700.
- Downstate (Bronx, Rockland, Westchester): Additional $3,400.
Positions are available in Buffalo, Syracuse, New York, and Albany.
