About the role

The Professional Engineer 1 in Highway plays a vital role in the department's functionality, particularly during snow and ice. This position assists the Division Highway Engineer (DHE) in the overall supervision of the five highway work units within the Division and may act as a fill-in for the DHE in their absence.

Responsibilities

  • Provides engineering guidance and supervision on a variety of Highway repair projects involving guide rail and attenuator systems, pavement, drainage, culverts, embankments, signs, fencing, landscaping, sound barriers, and Right of Way (ROW) improvements.
  • Aids in prioritizing work plans and schedules, allocating labor, equipment, and materials, justifying equipment purchases, and preparing the annual budget.
  • Manages the highway culvert inspection program for the Syracuse Division.
  • Serves as the Capital Program manager for the Division.
  • May represent the Division at Metropolitan Planning Organization meetings.
  • May be assigned as a Division Duty Officer and part of the Division Operations Center team.
  • May be involved in processing and issuing work and occupancy permits in the Syracuse Division.
  • Performs additional related duties as assigned.

Qualifications

Minimum Qualifications for Current State Employees:

  • Current New York State employee with one year or more of qualifying permanent service to a Professional Engineer Grade 23 or above and eligible for transfer under Section 70.1 of the NYS Civil Service Law.

Minimum Qualifications for the General Public:

  • A New York State Professional Engineer's license and current registration and a qualifying bachelor's degree or higher in one of the following fields:
    • Civil Engineering
    • Civil Engineering Technology
    • Construction Engineering
    • Construction Engineering Technology
    • Construction Engineering Management
    • Construction Engineering Management Technology
    • Geological Engineering
    • Geotechnical Engineering
    • Hydraulics Engineering
    • Materials Engineering
    • Materials Science and Engineering
    • Metallurgical and Materials Engineering
    • Structural Engineering
    • Transportation Engineering
    • Transportation Planning and Engineering
    • Engineering Science with a recognized concentration in any of the above-listed engineering degrees
  • OR a New York State Professional Engineer's license and current registration and one year of full-time qualifying engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

Pay

Base Pay Range from Hiring Rate: $87,716 up to Job Rate: $123,208.

Recruitment & Retention Pay: $7,000.
