About the Role

Assess, coordinate, and evaluate the operational functions of County health programs to ensure quality, cost-effective, and customer-oriented services are provided. This managerial position is responsible for the development, review, and revision of policies and procedures that adhere to local, state, and/or federal legal and regulatory requirements of assigned programs.

The Health Program Manager will serve as the Product Manager for Public Health-wide informatics-led initiatives, primarily functioning as the Project Manager and Business Analyst for the EHR transition supporting the Ending the HIV Epidemic (EHE), Ryan White, and related programs. This role sits within the Informatics Operations team and is responsible for driving product development, coordinating multi-stakeholder implementation work, and ensuring the successful delivery of a modernized EHR ecosystem.

This is a grant-funded position under the CDC Public Health Infrastructure Grant. The projected end date is November 30, 2027.

Schedule

Hours: Monday – Friday, 8:00 AM – 5:00 PM. This is a fully on-site position. Remote work is currently not available.

Location: Valerie C. Woodard Center, 3205 Freedom Drive, Charlotte, NC 28208.

Responsibilities

  • Interpret and ensure compliance with program policies, procedures, and standards
  • Manage and direct day-to-day services staff and resources of assigned health programs
  • Participate in community-level planning to develop partnerships with healthcare providers and areas of collaborative practice to ensure programs’ needs are met
  • Assist with identifying funding opportunities and developing funding proposals
  • Participate in the development of policies and procedures for assigned area of responsibility
  • Oversee education programs based on needs of target population
  • Manage routine financial, service, and strategic planning reporting, including responding to data requests from County leadership
  • Collaborate effectively with external partners and community agencies
  • Provide leadership for assuring and coordinating the availability of services to participants receiving health department services
  • Respond in cases of urgent and/or emergent events that require public health interventions

Employees may be trained for and assigned duties unrelated to their regular work; work outside normal business hours and workdays and/or in a different work location may be required. Emergency events include, but are not limited to, communicable disease outbreaks, severe weather situations (e.g., snow or ice storms, tornados, hurricanes), natural disasters (e.g., earthquakes), fire, or power outages, and acts of terrorism.

Requirements

  • Minimum of six years of public health, healthcare, and/or regulatory experience
  • One year of supervisory experience or completion of an approved supervisory training program
  • Bachelor's degree in Public Health, Public Administration, Business Administration, or related field
  • Annual Motor Vehicle Record (MVR) check required
  • Valid North Carolina or South Carolina Driver’s License
  • County Driving Privileges

Preferred Qualifications

  • Project Management Certification
  • Project Management experience, preferably in Public Health or related fields
  • Strong communication and presentation skills

Computer Skills
