About the role
A Procurement Specialist I reviews, analyzes, negotiates, and processes requisitions for a wide variety of supplies, equipment, furniture, commodities, and services used by City agencies. This non-supervisory role operates under moderate supervision in an office setting with minimal physical exertion.
Responsibilities
- Review, analyze, and process procurement requisitions for supplies, equipment, furniture, commodities, and services.
- Develop, negotiate, and administer contracts with specialized expertise in at least one of the following: professional services, information technology, utilities, building services, equipment, or commodities.
- Write commodity and service specification contracts.
- Investigate, analyze, negotiate, and resolve non-complex procurement issues between user agencies and vendors.
- Locate sources of supply and obtain competitive bids.
- Establish and maintain effective working relationships with vendors, contractors, City agency personnel, and the public.
- Maintain records and write reports.
Requirements
- On or before the application filing date, candidates must meet one of the following:
- Associate’s degree from an accredited college or university and three years of procurement experience (including procurement planning, solicitation preparation, contract development, negotiation, and administration).
- Certification as a Certified Public Procurement Officer (CPPO) from the Universal Public Procurement Certification Council (UPPCC) and two additional years of procurement experience.
- High school diploma/GED and five years of procurement experience within the previous 10 years, with at least 50% in government or public sector.
- Must pass the UPPCC test for Certified Professional Public Buyer (CPPB) certification within four years of hiring; failure to pass is grounds for dismissal.
- Background check and fingerprinting required for final candidates.
- Six-month probationary period for all new hires, including current City employees.
- Financial disclosure required within 30 days of hire.
Skills
- Knowledge of public procurement theories, principles, and practices.
- Familiarity with procurement laws, regulations, and policies.
- Strong written and oral communication skills, including grammar and writing techniques.
- Ability to analyze, negotiate, and resolve procurement issues.
- Ability to maintain records, write reports, and establish effective working relationships.

Pay
$59,138.00 – $96,388.00 annually.
