Procurement Manager

Key Responsibilities
Lead and manage supply chain operations, including procurement, materials planning, supplier management, logistics coordination, inventory control, and delivery execution.
Develop and execute procurement and supply chain strategies that support company growth, project timelines, operational priorities, and long-term business objectives.
Provide leadership, mentorship, direction, and performance management for supply chain team members.
Establish key performance indicators, reporting standards, and operational targets for procurement, supplier performance, inventory accuracy, delivery reliability, and cost management.
Drive continuous-improvement initiatives that strengthen supply chain performance, process efficiency, supplier relationships, and project material readiness.
Support workforce planning, workload allocation, training, and capability development within the supply chain function.
Partner with leadership to identify strategic opportunities, supply chain risks, cost-saving initiatives, and process-improvement priorities.
Oversee sourcing and procurement activities for semiconductor materials, technical equipment, construction materials, components, services, and operational requirements.
Evaluate supplier capabilities, capacity, quality performance, lead times, pricing, delivery reliability, financial stability, and technical qualifications.
Lead supplier negotiations related to pricing, terms, delivery schedules, service levels, quality requirements, and commercial agreements.
Support supplier qualification, onboarding, performance reviews, corrective-action follow-up, and supplier-development initiatives.
Identify supplier-related risks, single-source dependencies, long-lead materials, delivery concerns, and potential continuity issues.
Develop and implement risk-mitigation strategies to improve supply continuity, supplier performance, and material availability.
Ensure purchasing decisions align with project specifications, quality requirements, cost targets, delivery schedules, and company procurement policies.
Manage end-to-end material planning activities, including demand forecasting, purchasing, inventory control, allocation, shipment tracking, delivery coordination, and material-readiness planning.
Partner with engineering, manufacturing, construction, project management, warehouse teams, and operations personnel to align material demand with project schedules and field requirements.
Monitor inventory levels, material consumption, shortages, excess inventory, obsolete materials, long-lead items, and supply risks.
Optimize inventory levels while balancing project readiness, carrying costs, supply continuity, and operational requirements.
Improve visibility, traceability, and reporting for critical semiconductor materials, equipment, parts, and project-related inventory.
Carefully coordinate with logistics teams, freight forwarders, carriers, and suppliers to support reliable inbound and outbound material flow.
Review material status reports, open purchase orders, supplier commitments, shipment updates, delivery schedules, and inventory reports to identify risks and required actions.
Support resolution of material shortages, delivery delays, damaged shipments, incorrect orders, supplier issues, and inventory discrepancies.
Analyze procurement, supplier, inventory, logistics, and delivery performance data to identify opportunities for cost reduction, efficiency improvements, and process optimization.
Develop, maintain, and improve standard operating procedures for sourcing, purchasing, supplier management, inventory control, logistics coordination, and material tracking.
Lead implementation, improvement, and adoption of ERP, WMS, procurement, inventory-management, and supply-chain reporting systems.
Improve data accuracy, reporting consistency, supplier visibility, purchase-order tracking, and inventory-control processes.
Develop dashboards, reports, and performance summaries related to purchasing spend, supplier performance, material availability, inventory levels, delivery status, and supply chain risk.
Support Lean, Six Sigma, Kaizen, or other continuous-improvement initiatives to improve operational performance and reduce waste.
Ensure supply chain processes comply with company policies, financial controls, quality requirements, project standards, and applicable industry expectations.
Serve as a primary liaison between procurement, engineering, manufacturing, logistics, finance, project teams, warehouse operations, construction teams, and executive leadership.
Support strategic planning, project execution, budget planning, cost forecasting, and operational decision-making through accurate supply chain data and risk assessments.
Communicate supply chain performance, supplier risks, material shortages, delivery constraints, cost opportunities, and strategic recommendations to leadership.
Participate in project meetings, supplier meetings, procurement reviews, operational planning meetings, and executive updates as required.
Support coordination between internal stakeholders and external suppliers to ensure procurement activities align with technical specifications, schedules, budgets, and project priorities.
Maintain a proactive, accountable, and solution-oriented approach while managing complex priorities in a fast-paced operational environment.
Required Qualifications
Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, Operations Management, Logistics, or a related field.
Five or more years of experience in supply chain management, procurement, materials management, logistics operations, sourcing, or related operational functions.
Proven experience leading supply chain teams, managing suppliers, negotiating commercial terms, and improving procurement or logistics performance.
Strong knowledge of procurement processes, strategic sourcing, supplier management, inventory control, material planning, logistics coordination, and supply chain risk management.
Experience working with ERP systems, purchasing systems, inventory-management platforms, WMS systems, or supply chain management tools.
Strong analytical, leadership, negotiation, communication, and problem-solving skills.
Ability to manage multiple priorities, supplier relationships, project deadlines, material risks, and operational requirements in a fast-paced environment.
Strong written and verbal English communication skills.
Proficiency with Microsoft Office, including Excel, Outlook, Word, PowerPoint, and Teams.
Ability to work effectively with engineering, manufacturing, logistics, warehouse, finance, construction, project management, and executive teams.
Preferred Qualifications
Experience supporting semiconductor fabs, cleanroom environments, semiconductor equipment installation, high-value technical materials, industrial construction, or high-tech manufacturing operations.
Experience managing global suppliers, international purchasing, import/export activities, freight forwarding, customs processes, air freight, or ocean freight.
Experience with strategic sourcing, supplier qualification, supplier audits, supplier scorecards, and supplier-risk management.
Experience supporting semiconductor equipment, process tools, cleanroom materials, construction materials, MEP systems, utility systems, or other technical project materials.
Experience with SAP, Oracle, Microsoft Dynamics, NetSuite, or other ERP and procurement-management systems.
Experience implementing or improving ERP, WMS, inventory-control, procurement, or supply chain reporting systems.
Experience driving Lean, Six Sigma, Kaizen, or other continuous-improvement initiatives.
Experience supporting construction, manufacturing, project-based, or multi-site supply chain operations.
Bilingual English/Mandarin Chinese communication skills are a plus, but not required.

Work Environment
This is a full-time onsite or project-based leadership role supporting semiconductor, high-tech manufacturing, construction, warehouse, and operational environments. Work may include office-based procurement planning, supplier meetings, inventory reviews, logistics coordination, warehouse support, project-status meetings, and executive reporting.
