About the Role

This position performs supervisory activities including monitoring, reviewing, and evaluating the performance of a team of approximately two Senior Contract Officers and one Contract Officer. The role involves soliciting and issuing contracts for goods and services needed by VCCS system-wide customers using advanced, complex procurement methods. The position establishes contracts for optimal strategic value in quality, pricing, and flexibility, enabling supplier innovation to deliver beyond stated expectations. Additionally, the role manages a portfolio of term contracts for use by SSC customers, including other public bodies, and utilizes advanced market research and analytical techniques to make complex system-wide sourcing decisions.

Responsibilities

  • Ensure all purchases are performed accurately, timely, and in accordance with VCCS, state policies, and applicable laws.
  • Employ best business practices to continuously improve performance, compliance, efficiency, and effectiveness.
  • Make sourcing decisions for complex procurements, including analyzing market data, exercising sound judgment, and managing multiple competing priorities.
  • Develop and comprehend highly complex solicitation and contract documents, interpret procurement-related laws and policies, and participate in policy development as needed.
  • Think creatively and exercise initiative to achieve innovative contracts and implement strategic enterprise agreements.
  • Build working relationships to solve problems and achieve common goals with diverse stakeholders.
  • Provide exceptional and professional customer service to internal and external customers and suppliers.
  • Collaborate effectively in a team environment with matrix reporting relationships.
  • Maintain confidentiality and adhere to Freedom of Information Act (FOIA) protocols.
  • Travel within Virginia and the United States as needed.

Requirements

  • Multiple years of complex procurement experience, including request for proposals, invitation for bids, contract management, and contract negotiations.
  • Experience leading, supervising, and motivating a team.
  • Current Virginia Contracting Officer (VCO) certification or ability to obtain Virginia Contracting Associate (VCA) certification within one year of hire and VCO within two years. More information on certifications.

Skills

  • Knowledge of governmental procurement principles and ability to follow procurement policies and standard operating procedures (e.g., VPPA, APSPM).
  • Professional qualities to advance strategic procurement techniques, streamline processes, and improve operations.
  • Proficient written and oral communication skills.
  • Skilled in using electronic procurement systems, MS Office products, and Adobe Acrobat Pro.
  • Ability to analyze market data, exercise sound judgment, and maintain attention to detail while keeping a big-picture perspective.
  • Expertise in interpreting and modifying legal agreements for compliance.
  • Ability to work effectively with a wide range of constituencies and collaborate in a team environment.

Qualifications

  • Procurement experience in higher education and/or state government.
  • Professional procurement certifications such as CPPB, CPPO, VCCO, VCM, CPM, CPSM, or other government or nationally recognized procurement certifications (preferred).
