Procurement Contracts Supervisor

This supervisory role oversees a team of approximately two Senior Contract Officers and one Contract Officer, including monitoring, reviewing, and evaluating staff performance.
Responsibilities
- Solicit and issue contracts for goods and services needed by VCCS system-wide customers using advanced, complex procurement methods.
- Establish contracts that deliver maximum strategic value in quality, pricing, and flexibility, while enabling supplier innovation.
- Manage a portfolio of term contracts for use by SSC customers, potentially including other public bodies.
- Utilize advanced market research and analytical data techniques to make complex system-wide sourcing decisions.
- Ensure all purchases are performed accurately, timely, and in compliance with VCCS, state policies, and applicable laws.
- Employ best business practices to continuously improve performance, compliance, efficiency, and effectiveness.
- Interpret and apply procurement-related laws and policies, and participate in developing related procedures.
- Build working relationships to solve problems and achieve common goals with diverse stakeholders.
- Provide exceptional customer service to internal and external customers and suppliers.
- Maintain confidentiality and adhere to Freedom of Information Act (FOIA) protocols.
- Travel within Virginia and the United States as needed.
Requirements
- Multiple years of complex procurement experience, including request for proposals, invitation for bids, contract management, and contract negotiations.
- Experience leading, supervising, and motivating a team.
- Current Virginia Contracting Officer (VCO) certification or ability to obtain Virginia Contracting Associate (VCA) certification within one year of hire and VCO within two years. More information on certifications.

- Professional qualities to advance strategic procurement techniques and improve operations.
- Proficient written and oral communication skills.
- Skilled in using electronic procurement systems, MS Office products, and Adobe Acrobat Pro.
- Ability to analyze market data, exercise sound judgment, and handle multiple competing priorities.
- Ability to develop and comprehend highly complex solicitation and contract documents.
- Creative thinking and initiative to achieve innovative contracts and strategic enterprise agreements.
- Ability to collaborate effectively in a team environment with matrix reporting relationships.
Additional Considerations
- Expertise in interpreting legal agreements and modifying them for compliance.
- Procurement experience in higher education and/or state government.
- Professional procurement certifications such as CPPB, CPPO, VCCO, VCM, CPM, CPSM, or other government or nationally recognized credentials.
