Procurement Area Manager

About the role

General Dynamics Land Systems, a business unit of General Dynamics, delivers core engineering and manufacturing capabilities for military vehicles. The team focuses on continuous process and productivity improvements to reduce product costs while increasing troop safety and effectiveness. The role supports US Armed Forces and Allies by ensuring vehicles remain survivable, relevant, flexible, affordable, and capable of addressing dynamic threats.

Responsibilities

• Supervise procurement staff and suppliers, including:
  • Administering all affairs between GDLS and suppliers (subcontractors)
  • Preparation and solicitation of Request for Quotes (RFQ’s), Request for Proposals (RFP’s), and Request for Information (RFI’s)
  • Cost analysis of proposals, proposal fact-finding, and negotiations (cost, terms and conditions, scopes of work)
  • Subcontract preparation, placement, and continued administration/monitoring for compliance
  • Administering purchase orders (PO’s), controlling costs, and ensuring on-time delivery to support program requirements (including subcontract close-out)
  • Buying, including analysis of Material Requirements Planning (MRP) needs and issuance of requisitions
  • Serving as Program Manager between subcontractor and GDLS functional departments/program offices
  • Preparation and negotiation of Indefinite Demand, Indefinite Quantity (IDIQ’s), Long Term Agreements (LTA’s), Contract Purchase Agreements (CPA’s), Teaming Agreements (TA’s), and Non-Disclosure Agreements (NDA’s)
  • Coordinating the Source Selection process
• Lead and support SCM and GDLS strategic initiatives
• Direct supervision of 8–10 procurement employees in areas including:
  • Material Availability: On-Time PO Placement, Supplier Delivery On-Time to Need, Repairs/Returns, PO Promise Date Accuracy, Shortages and expedites, Oracle MRP Exception Messages (Cancellations, Ins, Outs)
  • Problem Report Creation and Follow-up
  • Supplier Relationship and Health Management
  • PO Placement and Maintenance
  • Enforcing SCM planning metrics across the procurement lifecycle
  • Ensuring compliance with applicable laws, regulations, department Supply Chain Instructions (SCI’s), and Contract Purchasing System Requirement (CPSR) standards
• Train and develop staff on managing developmental purchase orders/subcontracts from RFI, RFP, RFQ through source selection, negotiations, and program milestones (start of work, TMs, PDR, CDR) to closeout
• Mentor staff on negotiating purchase orders, terms and conditions, changes and modifications, agreements, proposals, planning, expediting, problem resolution, and program management
• Provide timely feedback and generate quarterly and yearly performance reviews in compliance with Success Factors guidelines
• Interface with leadership cross-functionally as required
• Travel as required to supplier meetings at supplier sites and/or GDLS plants

Qualifications

• Bachelor’s degree, preferably in Business or Supply Chain Management
• Minimum 7–10 years of procurement experience with strong negotiation, interpersonal, communication, and leadership skills; defense business experience preferred
• Expert Oracle MRP knowledge/ experience with an emphasis in planning
• Experience leading a team (matrix and/or informal)
