Principal Contract Specialist with Security Clearance

About the Role

INCATech is searching for a Principal Contract Specialist to support the NGA. The position is located in Springfield, VA.

Responsibilities

• Post-Award Acquisition Support: Provide advice, recommendations, and document support in all areas of the acquisition post-award phase, including Contract Administration, Contract Modification Support, Delivery/Task Order Support, and Invoicing.
• Contracts Compliance: Assist with contracts compliance regarding terms and conditions.
• Award/Selection Support: Provide support to Contracting Officers and technical offices in source selections, including formal, informal, and vendor screening processes. This includes Contract Award Documents and Contract Award Acquisition Support.

Requirements

• Related Experience: 6+ years as a Contract Specialist or Contract Officer, managing federal acquisition package requirements and delivering on acquisition-centric operational tempos.
• Security Clearance: Top Secret Clearance with SCI Eligibility.
• Contract Experience: In the Intelligence Community (IC) or Department of Defense (DoD).
• Regulatory Knowledge: Expert knowledge of FAR and DFARS.
• Contract Management: Experience managing large and complex software development and installation contracts, including all CLIN types.
• Tools Proficiency: Proficiency in contract writing and administration tools for Funding MODs, Admin MODs, and Change Orders.
• Certifications: DAWIA II and/or FAC-C II certification.
• Skills: Strong business acumen, excellent communication skills, superior customer service, critical thinking, and self-starter attitude.
• Education: Bachelor's degree in Accounting/Finance/Business or related field.
• Technical Skills: Experience with Microsoft Office Suite.

Preferred Qualifications

• Financial Analysis: Substantial experience in funding and invoice analysis, CPIF/CPFF/FFP CLINS analysis, and schedule-based performance incentives.
• Vendor Analysis: Experience performing comparative analysis of vendor terms and cost proposals with historical data.
• Source Selection: Experience with Best Value Tradeoff, Lowest Price Technically Acceptable, and Sole Source awards.
• Tools: Proficiency in PRISM and network share drives for data management.
• Certifications: DAWIA III and/or FAC-C III certification.
• Education: Master's degree in Accounting/Finance/Business or related field.
