About the role

Analyzes project requirements from inception to closeout and develops solutions to agency's needs. Responsible for business improvement services in life cycle administration and management of contracts, contract negotiations; proposal guidance, preparation, and management assistance.

Responsibilities

  • Develops solutions to agency's needs from project requirements.
  • Conducts business improvement services in life cycle administration and management of contracts.
  • Guides and assists in proposal preparation and management.
  • Performs market analysis, purchase justifications, material lifecycle plans, bills of material, cost estimates, and product/service-oriented draft statements of work.
  • Collaborates in coordinating and supporting the development of customer needs statements, RFIs, and RFQs.
  • Reviews and presents vendor responses to RFIs, RFQs, and service requests.
  • Coordinates acquisition planning and prepares RFP/IFB preparation guidance, market research/analysis, and selection and administration of terms and conditions.
  • Prepares contract modifications and award documents for Contracting Officer signature.
  • Carries out initial cost and price analysis on proposals received.
  • Supports the Contracting Officer (CO) during the source selection process.
  • Drafts contract negotiation memoranda and contract modifications for CO.
  • Supports the CO in documenting evaluation of performance, contract termination, and contract closeout.
  • Creates and maintains contract file folders, prepares solicitation documentation, and reviews proposals for compliance.
  • Supports the Contracting Officer in documenting evaluation of performance, contract termination, and contract closeout.
  • Performs initial cost and price analysis on proposals received.

Requirements

  • Extensive working knowledge of the FAR and DFAR and agency supplements as required.
  • 12+ years of experience conducting relevant actions specific to labor category with relevant experience within the last 2 years.
  • Mastery of qualitative and quantitative acquisition and program management analytic methodologies.
  • In-depth knowledge of acquisition lifecycle operations, including financial execution concepts.
  • Ability to work independently and with minimal oversight.
  • Ability to review analytic program management data for cogent arguments, provide adequate support for conclusions, and routinely test accuracy of analytic data.

Security Clearance

Required: TS/SCI with ability to obtain polygraph.
