Power System Coordinator II
About the role
This position is responsible for ensuring that the BED distribution system is at all times operated in a safe, efficient, and reliable manner according to procedures and guidelines to attain the objective of providing high quality service to BED’s customers. In addition, this position operates BED’s Gas Turbine via Human Machine Interface.
Responsibilities
- Verify hourly line loading and generation.
- Maintains manual and automated logs of all Distribution system activities.
- Monitors and operates the Outage Management System (OMS) to detect, locate and respond to distribution system outages; Enters trouble tickets and outage information into BED’s work management system.
- Works in conjunction with other BED personnel in correcting system disturbances and unplanned outages, locating the source of the disturbance, and taking corrective action, as necessary.
- Ensures that switching, tagging and work activity conforms to safety rules.
- Directs the de-energizing and re-energizing of distribution equipment including development and issuing of system switching orders and working clearances.
- Call in Distribution personnel Technicians and metering for various critical supervisory control and data acquisition (SCADA) alarms, system disturbances and customer service issues.
- Notifies BED personnel in areas such as General Services, Stockroom, Customer Service, etc. of the need to respond to issues related to their areas.
- Updates written operating procedures as directed by supervisor.
- Performs via SCADA around-the-clock surveillance of the BED electrical system and take corrective measures as required.
- Exhibits complete operational understanding of BED’s lines including flows, device limits, protection devices, voltages, and loading.
- Communicates and coordinates with System Operators of inter-connected power systems/generation stations to solve mutual problems.
- Prepares incident reports, trouble reports, and switching guides.
- Provides customer service duties during non-business hours.
- Performs a variety of building security functions such as, checking windows and doors, turning off unnecessary lights, checking electrical, plumbing and sprinkler systems, and monitoring various areas of the substations and Pine Street and Lake Street buildings via closed-circuit cameras.
- Enters work orders/service orders during non-business hours.
- Operates the BED Gas Turbine via Human Machine Interface (HMI) and Distribution equipment such as switches, reclosures, breakers, capacitors, and tap changers via SCADA.
- Trains Power System Coordinator I and other employees as assigned.
- Operates BED’s system to maximize system efficiency with minimal customer impact.
- Call Gas Turbine Operators to operate the GT.
- Implements ISO-NE /VELCO/BED system contingency procedures as warranted.
- Operates computers utilizing spreadsheets, databases, and word processing software and utilizes telephones, faxes, voice radio and telecommunication equipment.
- Completes regular training as assigned by supervisor.
- Visits outside facilities as assigned by supervisor to maintain familiarity with equipment.
- Schedules vacation/time-off requests for all Power System Coordinators as assigned.
- Provides notification to the appropriate personnel of changes to the BED electrical grid, or any other system anomaly.
- Communicates with appropriate personnel the status of generating units.
- Monitor all “Dig-Safe” requests as required.
Qualifications/Basic Job Requirements

- A High School Diploma with one of the following: certification of completion of a two-year engineering technical program or related field, completion of a recognized lineworker training program, or completion of an apprentice electrician’s program.
- A minimum of three (3) years’ experience in an electric utility, including two (2) years’ experience in electric utility control room.
- Experience with SCADA is required.
- Must have an understanding of electricity, excellent math, communication (written and oral) skills and exceptional decision-making skills.
- Computer skills including word processing, spreadsheet, email, and database is required.
- Must consistently demonstrate safe work and secure cyber practice.
- Ability to perform calculations, enter data, maintain records, and prepare reports.
- Must be proficient with the use of electrical one-line diagrams.
- Ability to operate a 2-way radio system in compliance with BED’s policies.
- Ability to prepare and execute mistake free switching orders.
- Ability to create, follow, and issue complex written and oral instructions (clearly and distinctly), and respond to emergency situations in a logical and orderly manner, in accordance with accepted utility practice and relevant contingency plans.
- Ability to comply with BED safety rules, personnel policy, accepted utility standards, and operating procedures.
- Ability to perform duties with a minimum of supervision.
- Ability to establish and maintain a good effective work relationship with other employees.
- Ability to work rotating shifts including nights, weekends, and holidays.
- Ability to work overtime as needed consistent with provisions of the BED/IBEW Collective Bargaining Agreement.
