About the role

This position is open to internal judiciary applicants only. The Judicial Specialist Supervisor will report to the Farmington District Court Manager and may be assigned to a rotating schedule requiring work at other court locations in San Juan County.

Responsibilities

  • Oversee preparation and processing of court documents and financial functions of the clerk’s office.
  • Supervise two or more court employees, including planning, assigning, and reviewing work.
  • Ensure court rules and procedures are followed and cases are processed timely.
  • Maintain state and federal statutes, correct case errors, and ensure case data accuracy.
  • Disburse bond payments and trust funds; prepare and maintain bond reports.
  • Provide oversight and management of information services and customer assistance, including high-volume interactions with pro se litigants.
  • Provide general procedural information without giving legal advice.
  • Prepare monthly statistics, case management reports, and maintain logs and records.
  • Use the case management system to open, docket, and close cases; process electronic filings; and manage case compliance.
  • Process orders of protection; set hearings and trials.
  • Reconcile billing and invoices from contracted vendors for Specialty Court Programs.
  • Prepare, copy, fax, stamp, process, and distribute mail; maintain hard and electronic case files.
  • Catalog and maintain exhibits; certify court records; prepare case files for microfilming, scanning, archiving, and destruction.
  • Process petitions for Trial Court Extensions of time to Proceed to Trial; submit bench warrants and cancellations.
  • Assess, receipt, record, reconcile monies; prepare and make bank deposits; ensure proper cash handling procedures.
  • Manage accounting functions by applying credits, debits, adjustments, and correcting financial errors.
  • Create and oversee restitution collection for Specialty Court Programs.
  • Provide case information to relevant parties, attorneys, law enforcement, and other agencies.
  • Oversee jury administration by reviewing, sorting, and organizing jury summons; process affidavits and excusals; track juror statistics and reports.
  • Research case status using automated, hard-copy, and microfiche files; audit and correct case management issues.
  • Respond timely and accurately to Public Records Act requests.
  • Provide victims with resource and advocacy information.
  • Serve as a Court Monitor; may serve as a courtroom clerk, produce Instant J&Ss, obtain signatures, file, and distribute.
  • Provide support to other magistrate or district courts within the judicial district.
  • Develop employee performance plans and appraisals; address concerns and troubleshoot problems.

Qualifications

  • Education: High school diploma or GED.
  • Experience: Five years of experience in court case processing, legal secretarial or related field (e.g., advanced customer service, data processing, banking/financial), and two years of supervisory experience.
  • Experience Substitution: Up to one year of experience may be substituted by post-secondary education in a related field (30 semester hours = 1 year). Education may not substitute for supervisory experience.
  • Supervisory Substitution: Leadworker duties may substitute for supervisory experience at a rate of one year of leadworker duties = six months of supervisory experience. An additional two years of directly related experience may substitute for supervisory experience if the incumbent attends the NMJB Supervisory Mentorship Program Training at the earliest opportunity.
  • Typing Certification: A typing certification with a proficiency score of at least 35 net words per minute may be required from the NM Department of Workforce Solutions, issued within five days of application.
  • Certification: May be required to obtain and maintain certification for the National Crime Information Center (NCIC) database and/or the NM Court Monitor Certification Examination.

The successful applicant should demonstrate extensive knowledge in:

  • Case processing across all case types; auditing case files; running reports.
  • Cash handling procedures; legal terminology and phrases; filing methods.
  • Specialty Court Programs; Appellate, Civil, and Criminal Procedures for appropriate court jurisdiction.
  • Research methodology; project management techniques; court fee accounting practices.
  • Court monitoring procedures and equipment; local court rules; court records maintenance, retention, and destruction.
  • Municipal, local, state, and federal governmental agencies; Court Clerk’s Procedures Manual and Code of Ethics.
  • Court’s and State Language Access Policies; Certified Language International Interpreting Line; procurement procedures.
  • COVID and public health emergency policies and practices; HR policies and practices.
  • Conflict resolution and proactive communication.

Work Environment and Physical Demands

Work is performed in an office or court setting. A valid driver’s license and travel may be required. The assigned work schedule may include nights, weekends, holidays, and overtime. The employee must regularly interact positively with co-workers, clients, the public, judges, and justices.
