Position Summary
We are seeking an experienced Utilities Portfolio Manager to support the Transmission Development Program Office for a major utility client. This individual will be responsible for establishing portfolio governance, driving process standardization, and overseeing portfolio performance across a complex transmission capital program.
Requirements
- Minimum 7+ years of direct utility experience required
- Experience supporting transmission and/or substation capital programs
- Strong background in portfolio management, PMO governance, or capital program management
- Experience developing and implementing portfolio governance frameworks
- Knowledge of transmission development lifecycle and utility capital planning
- Excellent communication and executive presentation skills
- Proven ability to manage multiple stakeholders across engineering, project management, environmental, permitting, regulatory, and construction teams
- Strong analytical, organizational, and problem-solving skills
Responsibilities
- Develop, implement, and continuously improve portfolio governance across the Transmission Development Program Office.
- Standardize portfolio management processes to improve consistency, transparency, and execution across capital programs.
- Own end-to-end portfolio processes, including:
- Project intake
- Portfolio prioritization
- Stage-gate governance
- Schedule management
- Cross-project dependency management
- Ensure projects align with strategic objectives, regulatory commitments, capital investment plans, and organizational priorities.
- Develop and maintain executive portfolio reporting, KPIs, dashboards, and performance metrics.
- Lead portfolio-level risk, issue, change, and decision management processes.
- Partner with engineering, project management, environmental, permitting, finance, regulatory, and executive leadership teams to support informed decision-making.
- Identify opportunities to improve portfolio tools, workflows, governance processes, and reporting capabilities.
- Monitor portfolio health, resource utilization, project readiness, and milestone performance across multiple transmission initiatives.
- Facilitate governance meetings, portfolio reviews, and executive steering committee presentations.
- Support successful progression of transmission projects from development through execution readiness.
Preferred Qualifications
- Direct experience within an electric utility owner/operator environment strongly preferred
- Experience supporting transmission development, grid modernization, or capital delivery organizations
- Knowledge of portfolio management methodologies, PMO best practices, and capital governance
- Experience with project portfolio management (PPM) tools such as Primavera P6, Microsoft Project, Planview, Power BI, or similar platforms
- PMP, PgMP, PMI-PMOCP, or related certification preferred
