Responsibilities

  • Maintain expertise on executing all steps of the Joint Doctrine Development Process (JDDP).
  • Provide expert input and participate in various DoD Joint Doctrine Planning Conferences and joint technical working groups.
  • Maintains currency and subject matter expertise on evolving concepts, processes, and tools for CWMD, CBRN, nuclear operations, countering WMD emergent threats.
  • Engage with the DoD and NATO community of interest to support CWMD mission area doctrine development.
  • Review joint doctrine for the integration of CWMD, counter emergent threats, and network engagement topics into the Joint Doctrine Hierarchy.
  • Provide advice on changes to the Universal Joint Task List (UJTL) and maintain proficiency in using the UJTL Task Development Tool.
  • Support DTRA's implementation of the DoD Readiness Reporting System in accordance with DoD Directive 7730.65.
  • Aid in the doctrinal revision of CWMD joint publications.
  • Provide DoD and Allied Doctrine support in accordance with CJCSM 5120.01B
  • Review selected publications on behalf of the Government to determine congruence with policy and doctrine and review for technical accuracy, or as otherwise required.
  • Prepare comments accordingly and develop draft doctrinal documents (e.g., Joint Publications) related to countering and deterring WMD and emerging WMD threats.
  • Carry out studies related to countering and deterring WMD and emerging WMD threats, including current and possible future strategies, doctrines, plans and annexes; operational handbooks and guides; and policies including, but not limited to, capability gaps and emerging trends.

Qualifications

  • Must possess a masters degree.
  • Must obtain a Top Secret Clearance with eligible SCI.
  • Must have a minimal of 8 years of experience supporting DTRA.
  • Knowledge of U.S. Government and international partner efforts to counter and deter WMD and emerging threats.
  • Knowledge of DoD Strategic Guidance and associated documents.
  • Ability to coordinate and reach consensus with other organizations and directorates.
  • Analytical, technical, or administrative support expertise related to CWMD/CBRNE/Consequence Management and/or other DoD-related missions and activities preferred.
  • DTRA experience.
  • Extensive technical and military writing skills typically associated with a master's degree or equivalent from an accredited college or university.
  • Experience developing and refining training manuals at the DoD field grade officer level and below.
  • Familiarity with CWMD/CBRN policy and doctrine at the strategic and operational levels of war.
  • Must be able to write information papers and brief GO/FO/SES-level leadership.
