About the role

Tract is a team of digital infrastructure experts dedicated to accelerating responsible data center growth by developing master-planned data center parks with access to pre-positioned power and fiber in key markets where hyperscale and wholesale demand is growing. Our approach is collaborative with cities and counties to ensure development is targeted for optimal locations, maximizing revenue and economic development benefits for the community while being good stewards of the land and minimizing impact on neighbors.

As part of our commitment to excellence, we are seeking a Planning and Delivery Manager to support development activities post-close and advance projects from early execution through construction readiness. This role is responsible for managing the planning, design progression, permitting, utility coordination, procurement support, budgeting, scheduling, and overall delivery strategy required to move projects from closed land positions into executable infrastructure developments.

Responsibilities

  • Lead post-close planning and delivery activities for land development and infrastructure projects, from project kickoff through construction handoff.
  • Manage design progression across civil, utility, roadway, grading, drainage, and related infrastructure scopes to support project objectives and permitting requirements.
  • Coordinate internal and external stakeholders to align scope, schedule, budget, and risk across development workstreams.
  • Drive project schedules, milestone tracking, and action-item management for design, permitting, procurement, utility coordination, and early execution planning.
  • Oversee consultant and contractor performance during development, including scope management, deliverable review, commercial alignment, and schedule accountability.
  • Support budgeting, forecasting, and cost optimization efforts throughout the development cycle, including review of estimates, proposals, and change impacts.
  • Lead constructibility, value engineering, and design coordination reviews to improve project readiness and reduce downstream execution risk.
  • Coordinate with Authorities Having Jurisdiction, utility providers, and other third parties to support permitting, approvals, easements, service agreements, and critical path planning.
  • Prepare requests for proposals, support bid leveling, and assist with commercial recommendations and contract issuance for consultants and trade partners.
  • Maintain organized project documentation, decision logs, and reporting tools to support internal governance and executive visibility.
  • Identify delivery risks, constraints, and dependencies early, and work cross-functionally to develop mitigation plans.
  • Support transition to construction by ensuring scope clarity, permit status, procurement readiness, schedule alignment, and turnover documentation are in place.

Requirements

  • Bachelor’s degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Construction Management, or a related engineering discipline, or equivalent relevant experience.
  • 5+ years of experience in project delivery, development management, design management, or construction management for large commercial, industrial, or civil infrastructure projects.
  • Experience managing multiple consultants, contractors, and external stakeholders across concurrent project phases.
  • Strong working knowledge of site development, grading, drainage, utilities, permitting, and infrastructure delivery processes.
  • Experience with budgeting, forecasting, proposal review, scope alignment, and schedule management.
  • Proficient working knowledge of eBuilder, Bluebeam, Autodesk, and other project or construction management software.

Preferred Qualifications

  • Background in data center development, mission critical infrastructure, or large-scale industrial site development.
  • Experience supporting projects from land close through permitting, design advancement, procurement, and construction mobilization.
  • Strong understanding of utility infrastructure delivery, including electrical, water, wastewater, and fiber systems.
  • Familiarity with entitlement strategy, due diligence closeout, and post-close development risk management.

Pay

Expected salary range: $140,000–$160,000 plus bonus.
