Personnel Recovery and OPFOR Planner

Modern Technology Solutions, Inc. (MTSI) is seeking a Personnel Recovery and OPFOR Planner to support the USAF Warfare Center exercise team at Nellis AFB, NV.

About the role

The successful candidate will serve as a Personnel Recovery and Opposing Forces (PR and OPFOR) Planner, coordinating and supporting dynamic and realistic operations for USAF Warfare Center exercises in a multitasking, quick-paced, dynamic environment. This is a mid-to-senior position.

Responsibilities

• Work directly with Exercise Directors, Air Operation Center (AOC) staff, Personnel Recovery Task Force (PRTF) Leads, Special Operations Forces (SOF) Leads, and exercise planners to support Joint Combatant Commander (CCDR) Personnel Recovery (PR) strategic, operational, test, and exercise objectives.
• Apply thorough understanding of Joint Publication (JP) 3-50 and PR Tactics, Techniques, and Procedures (TTPs) to plan and orchestrate the prosecution/resolution of exercise isolating events, including monitoring/coordinating PR execution tasks (Report, Locate, Support, Recover, Reintegrate) during all phases of operations.
• Advise, assist, and coordinate PR script writing; provide detailed monitoring of CCDR PR architecture, posture status, mission, and exercise objectives.
• Assess the status of theater PR assets and advise CCDR exercise planners and participants on emerging requirements regarding changes to PR forces or new technologies.
• Familiarize with and leverage new PR-related technologies that support isolated personnel (IP).
• Contribute to the establishment and maintenance of positive relationships throughout the CCDR staff, planners, service components, MAJCOM, USAFWC, and Interagency, advocating for increased PR capabilities across multi-joint commands.
• Support joint lesson-learned responsibilities to collect significant PR-related data, providing accurate and objective accounts of circumstances surrounding the isolation of DoD personnel.
• Provide detailed inputs for the development or modification of future theater PR plans, intelligence, and/or information operations based on exercise outcomes.
• Maintain familiarity with the Nellis Test and Training Range (NTTR) range boundaries and geographical references.
• Perform duties at Nellis AFB, TDY locations, and DoD Western Ranges during exercise execution; manage and perform safety observer duties for simulated IPs in field conditions.
• Perform basic self-aid and buddy care; be physically able to hike 1,000 meters over undulating terrain while carrying 40+ pounds of equipment, basic survival gear, and water.

Requirements

• 4+ years of combined recent experience with PR operations, AOC operations, exercise planning, scenario development, and strong knowledge of local range operations.
• Experience with COCOM-level Large Force Exercise (LFE) support, USAF Weapons School, and Joint CCDR planning at Nellis AFB.
• Knowledge of PR authorities, doctrine, and procedures, including published regulations and manuals.
• Familiarity with strategic/campaign plans and the PR appendix to COCOM OPLANS.
• Supervisor experience leading ground-based military operational teams.
• Ability to establish and maintain effective work relationships with team members and contacts.
• Ability to provide timely solutions/options for problems.
• Proficiency and experience using classified and/or unclassified Common Operating Picture (COP) systems, Microsoft Office, Google Earth Pro, UHF/VHF devices, Guardian Portal, Combat Survivor Evader Locator (CSEL) system, and mIRC applications and cyber tools.
• Professional analytical, speaking, and writing skills; experience developing and presenting briefings to senior leaders.
• Current Top Secret (TS) Security Clearance with in-scope SSBI and eligibility for Special Access Required (SAR) Programs, SCI, and Special Technical Operations (STO). U.S. Citizenship is required.

Qualifications

• Associate’s degree in an applicable field with 9+ years of experience, or Bachelor’s degree in an applicable field with 7+ years of experience, or Master’s degree in an applicable field with 5+ years of experience.
• Experience may be considered in lieu of degree requirement for highly experienced candidates.

Desired Skills

• 10+ years of combined recent experience with PR operations, AOC PRCC duties, exercise planning, scenario development, local range operations, and strong knowledge of IP survivability challenges.
• Graduation from Joint Personnel Recovery Agency (JPRA) PR 200/300 Level Course.

Schedule

• Routine travel is expected, approximately one week per quarter with potential for additional travel based on mission requirements.
• Non-traditional work hours will be required.
• Work will primarily be performed onsite at Nellis AFB, with frequent local travel to range sites.
