Personnel Liaison and Training Coordinator

About the role
The Analyst II serves as the point of contact between Human Resources and the Office of Health Workforce Development (OHWD) program staff, and acts as the training coordinator for assigned program staff. The incumbent performs responsible, varied, sensitive, and confidential administrative and personnel duties to facilitate recruitment, selection, classification, and compensation processes. Additional responsibilities include reviewing and coordinating legislative and budget changes in staffing, monitoring personnel and position control actions, and ensuring accurate compliance data and reports for management decision-making.
Responsibilities
- Interpret and apply State Civil Service laws, rules, and departmental policies and procedures.
- Draft policy and procedure revisions; make recommendations to management on resolutions to complex human resources and administrative issues.
- Serve as the Training Coordinator for assigned program staff, including review, analysis, and monitoring to ensure appropriate training plans are completed.
- Assist with related operational tasks, such as OHWD contracts for goods and services.
- Monitor personnel and position control actions; review inputs to ensure accurate compliance data and reports for management decision-making.
Requirements
- Experience coordinating or administering human resources functions (e.g., recruitment, onboarding, personnel transactions, position control, employee records) or other complex administrative processes.
- Experience researching, interpreting, and applying policies, laws, regulations, and procedures, and explaining them to managers and staff.
- Demonstrated ability to provide excellent customer service, including establishing relationships with internal and external customers, assessing business needs, and ensuring timely fulfillment of those needs.
- A Statement of Qualifications (SOQ) must be submitted, addressing the three questions outlined in the posting, in 12-point Arial font, single-spaced, and no more than 2 pages in length.
Pay
$6,031.00 - $7,547.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for Personal Leave Program 2025 (PLP 2025) hours each month.
