Performance Management Unit

Job Description and Duties

The incumbent oversees a unit responsible for providing training and consultation services to Department of Industrial Relations (DIR) managers regarding employee performance. Through subordinate staff, the incumbent oversees and advises DIR managers in preventive and corrective actions and periodically personally assists developing adverse and administrative actions; consults and deliberates with program managers, Human Resources Office management, and Office of the Director – Legal Unit on performance management issues; reviews performance management and/or investigative materials and develops recommendations regarding the appropriate level of progressive discipline; and drafts and assists in the defense of notices of adverse action and notices of rejection during probation. The incumbent also assist in the gathering of materials in response to document requests via discovery and/or the Public Records Act (PRA) and develops and conducts training to managers regarding progressive discipline.

Working Conditions

This position is located at: 1416 9th Street, Floor 13, Sacramento, CA 95814. The incumbent works 40 hours per week in an office setting. Air-conditioned, High-rise building with elevator access. Cubicle with natural and artificial lighting. The incumbent must be able to remain in a stationary position for a prolonged period of time using a computer to draft letters, other documents, research, email communication, and other purposes.

• Knowledge of: Principles, practices, and trends of public and business administration, including management and supportive staff services such as budget, personnel, management analysis, planning, program evaluation, or related areas; principles and practices of employee supervision, development, and training; program management; formal and informal aspects of the legislative process; the administration and department's goals and policies; governmental functions and organization at the State and local level; department's Affirmative Action Program objectives; and a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.
• Ability to: Reason logically and creatively and utilize a variety of analytical techniques to resolve complex governmental and managerial problems; develop and evaluate alternatives; analyze data and present ideas and information effectively both orally and in writing; consult with and advise administrators or other interested parties on a wide variety of subject-matter areas; gain and maintain the confidence and cooperation of those contacted during the course of work; review and edit written reports, utilize interdisciplinary teams effectively in the conduct of studies; manage a complex Staff Services program; establish and maintain project priorities; develop and effectively utilize all available resources; and effectively contribute to the department's affirmative action objectives.
