Position Summary
The Payroll & Workforce Administration Supervisor will oversee all payroll processing activities while supporting key workforce administration functions including onboarding, employee records management, benefits administration, compliance, and employee relations. This role requires a strong understanding of construction payroll, certified payroll reporting, prevailing wage requirements, and multi-state employment practices.
Key Responsibilities
Payroll Administration
- Manage weekly payroll processing for salaried and hourly employees.
- Manage Certified Payroll Reports in compliance with federal, state, and local prevailing wage requirements.
- Ensure compliance with Davis-Bacon Act, prevailing wage laws, union reporting requirements, and public works regulations.
- Review employee time records, job cost coding, and labor allocations for accuracy.
- Process garnishments, deductions, benefit contributions, and payroll tax filings.
- Clock payroll audits and respond to agency requests.
- Reconcile payroll-related general ledger accounts and support month-end close activities.
- Maintain payroll records and ensure compliance with all applicable regulations.
- Review and process quarterly and annual state/federal payroll reporting.
Workforce Administration
- Clock coordinate employee onboarding, orientation, and new hire documentation.
- Maintain personnel records.
- Administer employee benefits and assist with annual open enrollment.
- Support employee relations, policy administration, and performance management processes.
- Aid in hiring activities.
- Ensure compliance with federal, state, and local employment laws.
- Support safety training documentation and compliance tracking.
Qualifications
Required
- Minimum 5 years of payroll experience in the construction industry.
- Minimum 3 years of supervisory or leadership experience.
- Extensive Certified Payroll experience is required.
- Strong knowledge of prevailing wage regulations, Davis-Bacon requirements, and public works reporting.
- Experience processing multi-state payroll.
- Working knowledge of payroll taxes, wage and hour laws, and employment compliance.
- Proficiency with payroll software, HRIS systems, and Microsoft Excel.
- Excellent attention to detail, organization, and problem-solving skills.
PREFERRED
- Bachelor's degree in Human Resources, Accounting, Business Administration, or related field.
- CPP (Certified Payroll Professional) certification.
- Experience with construction ERP systems such as Arcoro, Vista by Viewpoint, Foundation, Spectrum, or similar platforms.
- Union payroll experience.

Compensation
$75,000 - $85,000 annually, depending on qualifications and experience.
