Payroll Technician - Accounting Technician / Full-Time

Location: Silver Bay

Full-time, unlimited (permanent) position within the Minnesota Department of Veterans Affairs.

About the role

The Accounting Technician supports the Minnesota State Veterans Home by reviewing and processing payroll-related transactions, employee expense reimbursements, and scheduling and timekeeping system (EST) updates. This role involves:

  • Monitoring and editing employee time entries
  • Processing retroactive payroll adjustments and payouts
  • Communicating and resolving time entry issues
  • Applying provisions of collective bargaining agreements
  • Creating payroll-related reports and files
  • Partnering and communicating with Human Resources staff

Additionally, this position ensures the Enterprise Scheduling and Timekeeping system (EST) is maintained, reviewed, accurate, and updated by:

  • Working with department supervisors and staff to make corrections
  • Troubleshooting EST problems
  • Analyzing and providing timekeeping reports
  • Providing EST training to new employees

This role also assists with supply stocking and fixed asset tracking and accounting.

Schedule

  • Day shift: 8:00 AM to 4:30 PM
  • Days of work: Monday through Friday
  • No travel required

Pay

$23.31 - $32.94 per hour; $48,671 - $68,778 annually

Requirements

  • One year of accounting-related experience demonstrating the following knowledge, skills, and abilities:
    • Knowledge and skills in reviewing and entering employee time and leave in a payroll or timekeeping system (e.g., State Employee Management System (SEMA4), Enterprise Scheduling and Timekeeping system (EST), or comparable system)
    • Knowledge of Generally Accepted Accounting Principles (GAAP) sufficient to analyze, interpret, and prepare financial information, records, and reports; locate errors; and recommend solutions to procedural or fiscal problems
    • Math skills sufficient to calculate, review, adjust, and reconcile payroll data
    • Skills in data entry and using spreadsheet and word processing software (e.g., Microsoft Word and Excel) to create spreadsheets and other documents, and accurately enter, maintain, and report on payroll and timekeeping data
    • Communications and customer service skills sufficient to train and guide staff on payroll and timekeeping procedures and requirements
    • Ability to read, understand, and apply state and federal laws and collective bargaining agreement (CBA) provisions regarding employee work time, leaves, and business expenses

Qualifications

The following qualifications are preferred:

  • Associate degree or higher in Business, Accounting, Finance, or a related field
  • One or more years of payroll processing experience
  • Experience using SEMA4 and/or EST for employee timekeeping and payroll processing
  • Experience applying CBA provisions related to employee time and leave
  • Experience providing training and support to staff on payroll and timekeeping procedures and requirements

Additional Requirements

  • Successful completion of a Minnesota Department of Human Services (DHS) background check (top finalist(s) must pass)
  • Tuberculosis (Mantoux) Screening or chest x-ray prior to employment
  • Employment reference checks will be conducted on finalists, including review of documentation related to job performance and contact with former employer(s)
