Purpose: The Payroll Manager oversees day-to-day payroll operations to ensure departmental efficiency, accurate employee compensation, and timely regulatory reporting. This role ensures that all payroll systems and processes align with business operational requirements and compliance standards.
Responsibilities
- Oversee daily payroll department operations to ensure functional efficiency and accurate, timely employee compensation.
- Review or direct the review of personnel records to verify pay rates, job classifications, and status changes for new and existing employees.
- Assign duties and monitor work for accuracy, neatness, and strict adherence to company policies and procedures.
- Maintain and reconcile payroll-related ledger accounts to ensure financial integrity.
- Manage payroll system processing to ensure optimal performance and timely filing of all required reports.
- Provide guidance to the Accounting Manager and assist in responding to Corporate, Defense Contract Audit Agency (DCAA), and other external audit entities.
- Prepare accounting papers, schedules, exhibits, and summaries in accordance with company Standard Operating Procedures (SOP) and applicable laws.
- Research and advise senior management on the accounting treatment of complex transactions to ensure compliance with corporate, federal, state, and local authorities.
- Review and approve transactions for timely submittal to support financial activity through the payroll system.
- Prepare and reconcile payroll tax deposits, tax reports, and off-cycle payments.
- Evaluate and standardize procedures to improve the operational efficiency of the team.
- Resolve payroll inquiries and troubleshoot errors or technical issues within the payroll systems.
- Directly supervise employees, including training, performance planning, work direction, and conflict resolution.
Requirements
- Bachelor’s degree in accounting (two years of related experience may substitute for each year of the four-year degree).
- Four years of experience with computerized payroll software; ADP, Costpoint, Deltek, Unions, and at least 3 years of managerial experience preferred.
- Direct experience with Deltek Costpoint and Government Accounting/Payroll processes.
- In-depth knowledge of Union and Service Contract Act (SCA) payrolls, including Wage Determination tables.
- Proven ability to interpret and apply Collective Bargaining Agreements (CBAs) in a daily operational setting.
- Proficiency in managing payroll in accordance with multi-tier CBA wage scales and fringe benefit requirements.
- Solid understanding of Federal Acquisition Regulations (FAR) and Generally Accepted Accounting Principles (GAAP).
- Strong technical knowledge of spreadsheets and relational database programs for data processing.
- Excellent communication, leadership, and problem-solving skills.
- Must be able to obtain and maintain a Secret US Government Clearance.
- US Citizenship is required to obtain Secret Clearance.
