Salary range: $70,904 - $81,580.00. Open only to candidates who are permanent in the civil service title of Principal Administrative Associate.
About the Agency
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, provides subsidized childcare vouchers, and responds to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and community programs for youth. The Division of Financial Services (DFS) supports, plans, implements, and monitors the fiscal functions of the agency in accordance with City, State, and Federal guidelines. DFS responsibilities include managing the ACS budget, submitting monthly revenue claims, processing payments to provider agencies and vendors, monitoring the financial health of providers, maintaining ACS bank accounts, overseeing Child Welfare financial eligibility, and maintaining financial systems of record.
About the Role
The Payment Processor for Payment & Client Services is responsible for processing Recurring and Single-Issue payments, reporting directly to the Payment & Client Services unit supervisor. This role involves reviewing and reconciling documentation to ensure compliance with required standards. The Adoption/KinGAP Subsidy Unit processes ongoing monthly payroll for Adoptive/KinGAP parents, coordinating across multiple ACS areas (IT, FPS, SSO, Eligibility), Payment Services (SSPS unit), and the Human Resources Administration (HRA).
Responsibilities
- Process monthly payroll (Recurring and single issue) for adoptive/KinGAP parents, averaging $23 - $25 million across two scheduled payrolls each month (approximately 14,000 clients).
- Process payments to attorneys for adoption/KinGAP finalization.
- Process requests for lost, stolen, and replacement checks.
- Process Adoption/KinGAP subsidy overpayments and claims.
- Handle Adoption KinGAP Attorney Payments (AKAP).
- Address daily inquiries and troubleshoot payment issues from various sources (e.g., IVR Phone System, ACS Office of Advocacy, FPS, Banking).
Requirements
- A baccalaureate degree from an accredited college and three years of full-time progressively responsible clerical/administrative experience, including one year in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
- An associate degree or 60 semester credits from an accredited college and four years of full-time progressively responsible clerical/administrative experience, including one year of administrative supervisory experience; or
- A four-year high school diploma or equivalent and five years of full-time progressively responsible clerical/administrative experience, including one year of administrative supervisory experience.
Education and/or experience equivalent to the above may be considered, but all candidates must possess one year of administrative or supervisory experience. Education above high school may substitute for general clerical/administrative experience (but not the one year of administrative/supervisory experience) at a rate of 30 semester credits for 6 months of experience, up to a maximum of 3.5 years.
Preferred Skills
- Proficiency with child welfare payment systems and databases (FMS, PMRS, BICS, WMS, CNNX, HSPS, CPMS, EDMS, and AKAP).
- Ability to ensure timely and accurate processing of monthly payroll, single-issue, and special payments.
Pay
$70,904 - $81,580.00.
