About the role

This position supervises clerical staff in complex billing and collection processes for San Joaquin General Hospital. The role involves maximizing billing productivity, ensuring timely and accurate claims submission, and resolving complex billing issues. The successful candidate will train staff, participate in task forces, and collaborate with internal and external stakeholders to improve billing operations.

Responsibilities

  • Supervise, assign, coordinate, and evaluate the work of clerical staff performing complex billing and/or collection processes.
  • Monitor workflow and implement changes to maximize billing productivity; assist with establishing performance standards.
  • Ensure claims are billed timely and correctly to maximize reimbursements and increase cash flow.
  • Confer with insurance representatives, internal and external agency staff, and others on billing matters; research and explain technical data, regulations, policies, or procedures.
  • Collaborate with other departmental sections to ensure timely and accurate flow of information for patient account billing; review documents and system data for charge errors.
  • Participate on task forces and committees as assigned.
  • Research accounts; resolve complex billing problems, appeals, and complaints; troubleshoot system issues and recommend improvements.
  • Train staff in complex billing and collection procedures, policies, and practices; orient new employees; update staff on changes in policies, standards, and regulations.
  • Prepare and audit claims, statements, and reports; perform technical clerical accounting work; monitor accounts and prepare reports.

Requirements

  • Three years of experience performing insurance billing, collection, or accounts receivable in a hospital environment within the last five years.

Knowledge

  • Medical terminology, coding, procedure, and diagnosis codes.
  • Completion of UB04 and CMS 1500 claims forms.
  • Government, managed care, and third-party payer billing; electronic claim submission systems and hospital patient accounting systems.
  • Accounts receivable methods and procedures; claim attachment specifications; regulatory and legal guidelines; appeals processes.
  • Principles of planning and organizing work; methods of researching, gathering, organizing, and reporting data.
  • Personal computer systems and general office software; public relations techniques; advanced filing and record-keeping systems.
  • Complex correspondence and report formats; arithmetical operations related to advanced clerical/technical/financial processes.
  • Basic principles of training and supervision; advanced cash handling procedures.

Abilities

  • Research, interpret, and apply complex laws/regulations relating to hospital claims submission.
  • Evaluate and establish priorities; gather, organize, input, and maintain account data.
  • Provide and obtain detailed information in difficult situations; develop and deliver educational projects to clerical and professional staff.
  • Utilize advanced office procedures and equipment; follow complex oral and written directions.
  • Establish and maintain effective working relationships; communicate clearly and effectively.
  • Write clearly and legibly; perform advanced arithmetical operations; supervise others.

Physical and Mental Requirements

  • Mobility: Frequent operation of a data entry device, repetitive motion, sitting for long periods, walking; occasional standing, pushing, pulling, bending, squatting, climbing.
  • Lifting: Frequently 5 pounds or less; occasionally 5 to 30 pounds.
  • Visual: Constant good overall vision and reading/close-up work; frequent color perception and eye/hand coordination; occasional use of depth perception and peripheral vision.
  • Hearing/Talking: Frequent hearing of normal speech, use of telephone, and in-person communication.
  • Emotional/Psychological: Frequent decision-making, concentration, and public contact.
  • Special Requirements: Some assignments may require working weekends, nights, and/or occasional overtime.
  • Environmental: Occasional exposure to varied weather conditions.

  • Deferred Compensation: Annual contribution limit of $22,500 (or 100% of includible compensation, whichever is less); $30,000 for individuals age 50 or older. Roth IRA (after-tax) also available.
  • Vacation: 10 days annually up to 3 years; 15 days after 3 years; 20 days after 10 years; 23 days after 20 years.
  • Holidays: 14 paid holidays per year (effective July 1, 2017).
  • Sick Leave: 12 working days annually with unlimited accumulation; eligible for 8 hours of administrative leave if leave balance equals at least half of cumulative accrual and employee is on payroll for the entire calendar year.
  • Bereavement Leave: 3 days of paid leave for the death of a qualifying family member; 2 additional days for the death of a spouse, domestic partner, parent, or child.
  • Merit Salary Increase: Eligible for a step increase after 52 weeks (2,080 hours) at each salary range step.
  • Educational Reimbursement: Up to $850 per fiscal year for career-related coursework; up to $1,600 per fiscal year for approved four-year college/university programs.
  • Parking Supplemental: County contributes up to $20 per pay period for employees assigned to the Downtown Core Area who pay for parking.
  • School Activities Leave: Up to 40 hours per year (maximum 8 hours per month) to participate in children’s school activities.
