PAROLE OFFICER III AND IV - OAHU

Permanent, full-time positions with the Hawaii Paroling Authority Division, Department of Corrections and Rehabilitation.

Pay

• Level III (SR-20, Step D to I): $5,107 to $6,221 per month
• Level IV (SR-22, Step D to I): $5,527 to $6,728 per month

Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

Duties

Positions in the Parole Officer series perform professional work in the rehabilitation, monitoring, and control of adult inmates released on parole and parolees under continued state custody.

Level III – Type A

• Independently diagnose and assess pre-parole inmates to plan for release and make recommendations to the Parole Board on parole probability
• Review case records and consult with facility caseworkers to determine parole suitability
• Establish supervision levels and develop treatment plans (e.g., drug counseling, anger management)
• Conduct home visits to assess living arrangements upon release
• Engage with potential employers to locate and determine job suitability
• Present findings to the Parole Board

Level III – Type B

• Perform all Type A duties
• Receive training in advanced tasks, including:
  • Day/night surveillance of parolees
  • Parole violation investigations and report writing
  • Participation in revocation hearings
  • Handling complex cases (e.g., sex offenders, offenders with mental health issues, high recidivism-risk offenders)

Level IV

• Provide intensive casework services to parolees for social, mental health, and economic readjustment while ensuring community protection
• Manage caseloads of the most complex and potentially dangerous parolees (e.g., drug/sex offenders, those with mental health issues, high recidivism-risk clients)
• Represent the department in parole revocation and other hearings to determine parole condition violations
• Train lower-level Parole Officers and serve as team leaders
• Monitor service quality from other agencies for contract compliance
• Research trends in parole work and prepare grant proposals, reports, and funding documents

Requirements

• U.S. citizenship, nationality, permanent residency, or unrestricted work eligibility under federal law
• Bachelor’s degree from an accredited institution with at least 12 semester credit hours in behavioral sciences (e.g., psychology, sociology, social work, counseling, criminal justice)
• One and a half years of progressively responsible professional experience in counseling or related work, demonstrating:
  • Ability to establish and maintain client/counselor relationships
  • Skills in interviewing, information analysis, and problem identification
  • Experience guiding behavioral change and applying laws/policies
  • Report preparation and effective communication with diverse individuals
• For Level IV: One additional year of professional experience in criminal justice work (e.g., parole, probation, conditional release) focused on offender rehabilitation and community reintegration
• Valid driver’s license at time of appointment
• Subject to drug screening and intensive background check at conditional offer stage (applicant pays for drug testing)
• Compliance with Prison Rape Elimination Act (PREA) requirements:
  • No history of sexual abuse in correctional facilities
  • No convictions for sexual activity involving force, coercion, or non-consent
  • No civil/administrative findings of sexual abuse or harassment
  • No resignation during pending sexual abuse/harassment investigations
