About the role
This is a key leadership position based in Panaca, Nevada, overseeing the operations of 10 State Parks located in Eastern Nevada. The incumbent is responsible for budget preparation and expenditure, maintenance, personnel, visitor services, planning, and resource management. Frequent statewide travel for inspections, assistance, and meetings is required. The role provides resource management, recreation, public education, and administrative expertise to ensure efficient management of multiple park operations, ecosystems, and budgets. The position is subject to call-back and may require working various hours and shifts, including weekends and holidays, as well as travel throughout the state.
Responsibilities
- Formulate, develop, and implement policies and procedures for the region; establish long- and short-range goals and plans aligned with division, department, and state objectives.
- Coordinate program activities with federal, state, and local agencies; conduct public hearings and represent the state at local and regional meetings.
- Develop and administer the regional program budget; project fiscal needs, control expenditures, and monitor programs through cost/benefit analyses.
- Implement processes for accurate accounting of user fees and equipment inventory; prepare justifications, financial reports, and biennial budget requests.
- Oversee the region’s data processing and risk management functions; review and approve expenditures.
- Manage regional programs and projects to maintain and enhance park facilities, equipment, and resources; oversee equipment and property inventories.
- Negotiate and administer contracts, concessions, leases, and agreements; review plans for renovations and construction; inspect and evaluate construction work.
- Direct the development of regional and park management plans.
- Oversee the regional resource management program; coordinate with park supervisors to develop and maintain resource management plans for natural and cultural resources.
- Expand and oversee activities, special events, and interpretive programs; manage public relations to promote park activities and provide information to the public.
- Investigate and resolve conflicts related to park use and management.
- Oversee the region’s law enforcement program to ensure consistent enforcement; plan operational strategies, provide training, and supply equipment and resources.
- Protect park resources, facilities, personnel, and visitors from misuse, misconduct, and criminal activities.
- Manage and coordinate the region’s comprehensive maintenance program; develop goals and plans for facility and resource upkeep; inspect work in progress.
- Review and approve equipment, supply, and project requests; coordinate with other regions and the Planning and Development Section.
- Supervise and evaluate assigned staff; delegate, assign, and review work; develop performance standards and implement disciplinary or corrective actions.
- Provide training opportunities to meet annual accreditation standards.
Requirements
- Bachelor’s degree from an accredited college or university with a major or minor in park management, park interpretation, outdoor recreation management, natural science, business administration, or a related field, and three years of experience managing personnel, budget, and resources of a park, public entity, or business with multiple facilities, activities, and services. Management experience must include developing and monitoring budgets, supervising facility maintenance, maintaining security, and providing public services.
- OR two years of experience as a Park Supervisor III in Nevada State service.
- OR an equivalent combination of education and experience as described above.
- Valid driver’s license at the time of appointment and as a condition of continuing employment.
- Ability to meet pre-employment controlled substance screening (positions affect public safety per NRS 284.4066).
- Willingness to work various hours and shifts, including weekends, holidays, and subject to call-back.
- Willingness to travel statewide as required.
Skills
- Working knowledge of accounting and budgeting principles, management practices, building/grounds/equipment maintenance, training, supervision, purchasing, and inventory control.
- Ability to plan, implement, and coordinate regional projects and programs; develop and manage training programs.
- Analyze financial and statistical data to identify trends and determine appropriate actions.
- Communicate effectively orally and in writing; oversee revenue collection and auditing.
- Administer contracts such as leases or managerial agreements; develop safety programs to protect lives, property, and minimize liability.
- Manage special events and programs; develop plans aligned with goals and objectives.
- Promote the park system to groups, individuals, and media; establish and maintain cooperative working relationships.
